Foreign Assistance Reform Timeline • January 2006 Secretary Rice launched foreign assistance as an essential component of transformational diplomacy • I would define the objective of transformational diplomacy this way: To work with our many partners around the world to build and sustain, democratic, well-governed states that will respond to the needs of their people and conduct themselves responsibly in the international system US Secretary of State, Condoleezza Rice, January 18, 2006

Foreign Assistance Reform Timeline • March 2006 Ambassador Tobias appointed Director of Foreign Assistance, to oversee State and USAID funds: • Ensure foreign assistance is used as effectively as possible to meet foreign policy objectives • Align foreign assistance activities by State and USAID • Demonstrate responsibility over taxpayer dollars.

Foreign Assistance Reform Continued • May 2006 - New budget and planning process announced for Secretary to evaluate effectiveness of US foreign assistance and advance transformational diplomacy. • June 2006 - New Foreign Assistance Framework outlines 5 functional objectives and 5 country categories.

  9. Foreign Assistance Standardized Structure and DefinitionsAvailable at www.state.gov/f/reform • Each Objective broken down into • Program Areas • Program Elements • Program Sub-Elements • Standardized indicators will describe how USG funds will be used and what will be achieved

Foreign Assistance Strategy and Operational Plans • Global strategy being drafted to amplify framework. • Each fast track country (67 worldwide) will write a combined USAID/State operational plan to be submitted January 31, 2007. • USG Nigeria OP will show how FY 2007foreign assistance resources will advance the objectives of transformational diplomacy.

Areas, Elements and Indicators • Program Areas, Elements and sub-elements must be selected from the “Foreign Assistance Standardized Program Structure and Definitions” • Indicators must be selected from a revised and expanded menu of standardized indicators – at least one indicator per program element • “Custom” indicators from PMPs can be incorporated into the operational plan at the implementing mechanism level

OP vs. PMP • Indicators and targets established in the operational plan do not replace USAID or partner performance management plans • F regards PMPs as a best development practice • Relevant operational plan indicators should be incorporated into PMPs, as we have already done with the old Annual Report common indicators • Data Quality Assessments must be completed by 30 September, 2008 for all operational plan indicators
