  2. Overall objective:Establishment of the system for forecasting and projecting labour market trends disaggregated by occupations and sectors of economic activity on the NES level (central and regional level), with the purpose of adjusting the active employment policy programmes and measures to the labour market needs and increase of operational effectiveness and efficiency of NES as a public service through the increasement of the employment rate.Specific objectives:Development of methodologies and instruments for establishing the forecasting system on the NES level, including the establishment of the labour market information system necessary for the forecasting model.Established system of labour market forecastingProject results:Established methodology for gathering and processing data from the labour market in accordance with EU Influencing the work of social partners through provision of information about the results of labour market research.Improved work of NES in contact with employers.Establishment of organisational units in NES for the purposes of labour market research.Established national database on labour market trends, including indicators for monitoring and evaluation of projects implemented in the social sphere, especially of active labour market measures. Partners: National Statistical Office, Ministry of Education, Ministry of Labour and Social Policy, Ministry of Economy and Regional Development and other labour market organisations and social partners. Establishment and Development of the Network of Centres for Information and Vocational Counselling (CIVC)Overall objective: Provision of preconditions for attaining the practice standards in the field of vocational information and counselling in EU countriesSpecific objectives:Establishment of the programme of vocational information that contains occupation descriptions harmonised with the national and international qualifications framework and information about the education network, which ensures relevance and timeliness.Establishment of the computerised system for self-information and self-assessment, which contains the software package for self-assessment of vocational interests and competences on the one hand, and adequate choice of education/job in accordance with the assessed choice on the other.Рroject results:CIVS - place where unemployed persons can get all relevant information about occupations, job descriptions, employment possibilities and career development, find out more about schools, universities and other education institutions,labour market trends, vocational guidance, in order to prevent long-term unemployment.Tested methodology for information and vocational counselling with different target groups, provided support from psychologists in terms of information and counselling.Establishment of CIVC in NES branch offices in all towns where there is a developed network of education institutions and a more dynamic labour market: Novi Sad, Nis, Cacak, Kragujevac, Sombor, Subotica, Кraljevo, Valjevo, ZrenjaninandKosovska Mitrovica.Target groups: unemployed persons and particularly persons unemployed longer that two years and less employable persons (due to their age, labour market demand etc, marginalized groups, persons with special needs), employed persons who seek to change their jobs, pupils and students.

Archiving of Data From the Database of National Employment Service Unified Information System)Overall objective: Provide a secure method for storage of archive material in new technologiesSpecific objectives: Formation of archive material and ensuring quick access to archive materialIncrease the speed of access to the active databaseImprove the quality of NES servicesРroject results:New method for data archiving, only in e-form by using the latest technologies applied in EU countriesMain database relieved of unnecessary data on passive clients and the performance of the active database improvedTime needed to provide the service of issuing certificates based on archived material shortenedConditions for more efficient service providing to active clientscreatedEnvironment is created for permanent keeping of archived material, regular and efficient storage of data that become passive onto new mediaAll NES organisational units will have workstations, and the server will be located in a central location.

  5. Support to the employment of disabled persons Overall Project objective: Improved position of disabled persons in the labour market. Specific Objectives: Creating conditions for integration of disabled persons into the world of labour, based on their abilities, competences and economic/market principles. Incentives to employers to recruit disabled persons . At this moment, 25 000 disabled persons have been registered at the NES (40% with elementary school education and 1% with university education. The employment rate of disabled persons is 13%. Results: A new model of support to disabled persons in the area of employment has been established – a combination of education of unemployed disabled persons, employment mediation and subsidies for employers. Reduced level of discrimination of disabled persons in education and employment. Targeted education for unemployed disabled persons in pilot Branch Offices: Belgrade, Nis, Novi Sad, Kragujevac and Zrenjanin. Subsidies to employers who have been polled and have shown interest in the recruitment of disabled persons according to the NES Programmes or subsidies for persons who want to establish an enterprise.

  6. Job ClubsOverall Project objective: Increased employability of unemployed persons through building competences for active job search.Specific Objectives: To provide intensive education of unemployed persons through continual training for adoption of active job search skills and knowledge.To make information sources accessible.Results: Unemployed persons (Job Club program participants) are trained for job search on their own, capable to find vacancies, able to present themselves to an employer, skilled in modalities and techniques of job search.Recruitment of 30% of program participants.Development of motivation and self-confidence of the unemployed.For unemployed persons at the risk of long-term unemployment and the unemployed with special needs, preparatory trainings before entering Job Club were carried out; within Job Club activities, special attention is paid to this category.The new method of work, focused on individual approach of counsellor towards clients (accompanied by the assistance of psychologists, if necessary), enables timely prevention of long-term unemployment and social exclusion.Target Groups:employable persons, persons with special needs, long-term unemployed persons and other categories of unemployed persons.

  7. Overall Project Objective: to stimulate interactive learning, adopt and develop skills necessary for business and introduce unemployed persons into business environment using the concept of market economy.Specific Objectives :training for unemployed persons for start-ups and easier entering the world of labour throughtask training, contact establishing and inclusion of enterprises into the market system.A virtual enterprise is a simulation of work process; participants and mentor are allocated to the specific workplaces in the enterprise.Results:Participants have acquired knowledge in the following areas: finance, bookkeeping, marketing, commerce, human resources, legal and administrative issues, as well as establishing of enterprise, entering into the market, work organization and internal operation of business system.Employment and self-employment of 20% of persons who successfully completed the trainingand mentoring programme for self-employment programme participants.Target Groups : unemployed persons registered at the Branch Offices in Belgrade, Krusevac, Novi Sad and Uzice, with at least IV level of qualifications.   8. «Recruit another worker»Overall Project Objective: to improve position of socially vulnerable groups in the labour market and incentives for their employment.Specific Objectives:To provide sustainability of newly established businesses – SMEs and entrepreneurs.To encourage employers to recruit these persons and promotion of social entrepreneurship.To create conditions for integration of socially vulnerable groups into the world of labour and social trends.Results:Subsidies for recruitment of 1-4 unemployed persons from socially vulnerable groups awarded to legal persons and entrepreneurs that have used self-employment funds of the NES and micro loans of the Development Fund of the Republic of Serbia in the last three years.Full-time employment for indefinite period for unemployed persons from socially vulnerable groups. Targeted education for these persons.Target groups: single parents, internally displaced persons, parentless children, unemployed persons under 30 and over 50, unemployed women, long-term unemployed.

  9. Support to the Development of Human Resources of the NESOverall Project objective: Competence building of the NES staff through establishing links among employment services; harmonization and analysis of work methodology in the sphere of employment through the exchange of good practice and giving incentives to innovation and quality.Specific Objectives :Establishing of bilateral cooperation between the NES and European employment services, exchange of experience and good practice.Harmonization, analysis and implementation of work methodology in the sphere of employment.Results :Involvement of the NES staff directly into the work processes in European PES, in duration of 1-3 months (observing work processes, learning about operational systems and administration, practice at the similar workplaces). Development of NES function: IT system, market research and labour market trends forecasts, planning of human resources, staff career guidance, work with unemployed persons and employers, work with vulnerable groups of unemployed persons, internal and external information system, international cooperation and using of EU funds.Process of life-long learning established within the NES and conditions for further development provided.

  10. Education, Preparation and Employment of Unemployed People in Agricultural Production and Processing of Food in Rural Areas of AP VojvodinaOverall objective:Development and promotion of rural areas by opening small agricultural enterprises, cooperatives, dairies and service providing to large companies with the purpose of downsizing and stopping migrations, through regional and neighbourhood networking.Specific goals: Provision of support in education of new entrepreneurs, development of entrepreneurial spirit and market networkingStimulating employment of young people in rural areasEstablishment of cross-border cooperation with Hungary and RomaniaProject results:Training conducted in Agricultural Production and Processing of Food for unemployed persons in areas bordering with Hungary and RomaniaEntrepreneurship training conductedSupport provided for applications submitted to the Fund for Support to Starting Agricultural ProductionOrganised and implemented visit to Hungary and Romania, experiences presented, similar entrepreneurs connectedTarget Groups: unemployed persons with qualifications in Agricultural Production and Processing of Food in Sombor, Zrenjanin, Kikinda, Pancevo and Subotica.
