Main Objective To Allowing Africa to make full use of the potential of space systems for sustainable development and reinforcing Africa’s capacity and ownership in using and contributing to remote sensing Initiative aims to • Need to take into consideration the timing and maturity of existing initiatives i.e. PUMA, AMESD, MESA, TIGER etc. • Geographical extension : the entire Africa including North-Africa 14-18 March 2016,Windhoek

Implementation GMES and Africa has expanded scope in terms of thematic focus areas (9) and their crosscutting issues • Long term Management Natural Resources • Water Resource Management • Marine and Coastal Areas • Food Security and Rural Development • Climate Variability and Climate Change • Disaster risk reduction • Health • Conflict and Political Crisis • Infrastructure and Territorial Development Synergy with other programmes Climate Variability and Change is a crosscutting issue and should also be regarded as an entity. It is a priority

Journey and History • Maputo declaration on GMES and Africa (Oct 2006)  • First draft of “GMES & Africa Action Plan” on 9 Thematic chapters (2009) • Consolidation dialogue on GMES&AFRICA (2012) • Organization of first 3 continental thematic workshops (2012/13). • Consolidation and validation workshop on 3 thematic chapters (Oct 2013) • Cooperative Agreement on GMES&Africa signed by AUC and EU (April 2014) • Launch of GMES&AFRICA identification study (Aug 2014) for the first 3 thematic chapters • 6th Space Troïka and (AU) College-to-(EU)College meeting (April 2015) • MESA Forum and GMES&Africa meeting (August – September 2015) • Finalization of the “GMES&Africa” formulation (September 2015) • AU STC on Education, Science & Technology (October 2015) • EC Adoption of Decision for the “GMES&Africa” programme (Nov. 2015) • 26th AU Summit adoption of the African Space Policy and Strategy (January 2016)

  6. Note : MESA Financing agreement Under Result 4: “MESA will establish links with the GMES and Africa process, and regional and national authorities will participate more substantively in global environmental monitoring initiatives.”

  7. GMES and Africa Programme

Approach • Stakeholders have agreed to gradually implement the programme in phases focusing on first 3 thematic areas: (a) Long-Term Management of Natural Resources, (b) Water Resources Management; (c) Marine and Coastal Areas, • Stakeholders Launched a Context Assessment Study that resulted in Formulation Report. • Basis for rolling out the implementation process builds on past achievements and lessons learned from predecessor programmes including current MESA to ensure continuity and avoid gaps.

Main Challenges • Identification of the continental Product and services • Identification of relevant capacité building aspects • Assessment of thematically relevant data availability and data accessibility; identify ad-hoc support for data collection (in situ) or data generation • Withreference to AMESD-MESA, clear identification of whatneeds to beconsolidated and whatneeds to beextended or developed

Formulation of report completed in Sep 2015 • Main elements in the report include: • 2 services (Natural Resources & Water, and Marine & Coastal areas) identified • 23 applications (15 Natural resource & Water, and 8 Marine & Coastal) identified • Training components-linkage with Universities through PAU • Data access-between African countries and between Africa and the other continents • Linkage to national and regional policy frameworks • Sustainability-crucial role of RECs • Involvement of the Private sector- as a consumer of products and provider of services • Africa Bandwidth for receiving stations-need to improve in some regions • M&E exercise at the end of year 3 • EC Adoption of Decision for the “GMES&Africa” programme (Nov. 2015)

GMES and Africa programme Objectives • Overall objective: • promote a more sustainable management of natural resources by improving decision making process through provision of additional pertinent information • Specific objective: • improve African policy-makers' and planners' capacities to design, implement, and monitor national, regional and continental policies and to promote sustainable management of natural resources through the use of EO data and derived information.

GMES and Africaprogramme ExpectedResults Access to Earth Observation data is maintained, improved and sustained An EO-based African service for monitoring and management of water resources and natural resources adequately informs policy makers and other end-users An EO-based information service for monitoring and management of marine and coastal environments adequately informs policy makers and other end-users Capacities of African public institutions and private sector to deal with EO-based information for water and natural resources and marine and coastal applications are enhanced at regional and national level Policy makers, administrators, entrepreneurs, scientists and civil society active at regional, national and local levels in Africa are aware of opportunities provided by Earth Observation data and geospatial information technologies and rely on them for decision-making

  15. Implementation Modalities • Indirect management: • PAGODA (“Pillar-Assessed Grant or Delegation Agreement”) with AUC including grants with implementation centres (after Call for Proposal) • Direct management: • Technical Assistance (service contract) • Administrative Arrangement with JRC

Roadmap • August 2015: Presentation of GMES & Africa program to the stakeholders in the margins of the MESA Forum • September 2015: Endorsement of the programme by EU MS • 1st semester 2016: Negotiation of contract and identification of Grant beneficiaries + launch of service contract for TA • 2nd semester 2016: Launch of activities and transition phase with MESA

  18. Nairobi stakeholder workshop The meeting convened with an objective of presenting the proposed services and defining the most appropriate mechanism to identify RICs. Budget constraints-consideration of the proposed 23 applications across the continent was necessary; Services and their applications • Land service has 2 components: • Water Monitoring and Management of Natural Resources. • 15 proposed applications under this service including 7 new ones • Marine and Coastal Areas service consisting of 4 components. • 8 proposed applications under this service including 4 new ones.

Nairobi stakeholder workshop • Grants will be awarded to Implementing Centers following a competitive procedures (Call for Proposals) • Grants will be awarded to GMES & Africa RICs from the AUC as the contracting authority (and with its procedures) Two-step approach • Consortia invited to submit Concept Notes through an open non-legally binding process; • Call for full Proposal to be issued.
