MOC Movimento de Organização Comunitária • Non-Governmental Organization founded in 1967 • Feira de Santana - BA - Brazil • Mission: “To contribute to the full, participative and ecologically sustainable development of human society, by means of qualification, educational consulting, encouragement and support to reference projects, aiming to strengthen citizenship, improve of quality of life and eradicate social exclusion”

  4. Pfizer Context • Private company • Researches, develops, manufactures and markets products for human and animal health • Present in 150 countries. In Brazil, counts on approximately 1,800 employees • Target audience: Physicians and patients

MOC Context • Third sector organization • MOC develops programs and partnerships addressed to the strengthening of rural populations in the Northeastern region of Brazil • It counts on a staff of 51 people including employees and volunteers • Present in the Sisal-producing region, which is regarded as one of the poorest regions in Brazil • Audience: Prevalence of small-sized producers / semi-illiterate or illiterate individuals, with no access to bank loans

Why Cabra Escola? • Pfizer’s social action focus: Education and Health • Partnership with an experienced NGO • Relationship with one of its business areas: Animal Health • Northeastern region shows high rates of poverty, child labor and school evasion • Malnutrition and other sanitary problems • Break up with palliative relief actions and generate sustainability

  7. Cabra Escola Project What is it? • A project aimed to • Reinsert children into school • Fight against malnutrition and child labor • Increase benefited families’ incomes • Covered region 13 cities belonging to the semi-arid region of Bahia • Benefited population • 640 families – over 3 thousand individuals • Since 2002, with average annual investments of R$ 200 thousand • Partnership with the NGO ‘Community Organization Movement’ GOAT BREEDING

Context • Sisal-producing region regarded as one of the poorest regions in Brazil • Average income of half minimum wage for a family of 5-7 members • Long dry weather periods affecting the region at cyclic intervals, thus worsening social problems • High school evasion rates combined with high levels of child labor • Malnutrition and other sanitary problems • Prevalence of small-sized producers/ Half-illiterate or illiterate, with no access to bank loans

  9. Conditional CHILDREN MUST BE ATTENDING SCHOOL AND MUST NOT WORK Summary of the Initiative • How? • Each family is provided with a goat set (3 female and 1 male animal) • Qualification on how to handle goats, dietary safety and how to market milk and meat • Infrastructure(fences, palm trees)

Results • Income increased by 38% • Reduced child malnutrition by 47% • 2,114 children in school • Improved diet: Daily milk intake of 1.7 L/family • The average number of animals/ family raised from 2 (when the project started) to 10 • Cabra Escola was recognized as a model of experience by Unicef and by World Bank

Partnership • Pfizer regards as essential that MOC has the following items: • A background of continuous and consistent development, knowing the aspects of the region and providing tangible results for the community • Proven competence, with all registrations and relevant documents • Reliability upon its beneficiaries • Diversity of programs and partners addressing integrated actions- PETI – Program for Child Labor Eradication

  12. Evaluation • MOC presents the objectives, goals and results indicators (‘Starting Point’ Diagnostic Tool) • Actions are described as schedules • Activities followed up by technicians • Evaluation seminars, meetings and events (Goat Fair)

Evaluation • Pfizer participates on the project by means of: • Monthly and yearly reports, meetings and visits to the site • Presence in key events (Goat Fair) • Managers and veterinarian employees share their knowledge to the region • Animal health products donated to assure healthy goats • Journalists visits

Challenges • Weather: Long dry periods – postponed activities or unexpected events • Culture: people living at the semi-arid region sees time differently (global company) • Communicate and involve farmers – usually, they do not believe in development without relief policies • Learn from and deal with differences • Financing – two sources • Requests from both Pfizer’s offices

Why has this partnership been working? • To act according to communities’ and children’s needs, and not according to MOC’s or Pfizer’s desire of implementing a project that could bring good results • To respect the limits of the region and of the benefited people, listening to them and accepting their ideas • To segregate each individual’s identities at the moment of developing the project and to work for a cause designed for the community(different missions, visions and values) • To comply with the agreement and to be flexible regarding potential unexpected situations • To accept that each one’s work paces are different

Learning • Companies and NGOs, even with such different intentions and roles, can work together • MOC: • Use a more objective language • Realize the importance of working and communicating results • Think on the sustainability of actions • Better calculate costs • Pfizer • Live another reality • Understand that work paces are different • Be less objective and see things within a context • Adjust rules

  17. Recommendations • To take part of all phases of the partnership, regardless of whether they are successful or not • To be aware that there are always some points to be improved • Not to determine leaders – work together for a cause • Complement each one’s knowledge and differences • Projects like Cabra Escola are regarded by the World Bank and by UNICEF as model experiences and are included among the most successful interventions ever made on that region for preventing and eliminating child labor.
