  3. Ownership Matthew L. Briggs, CEO Matthew L Briggs is co-founder and CEO of ScreeningONE. Matthew earned his degree from California Polytechnic University at San Luis Obispo. Prior to starting ScreeningONE, Matthew co-founded 700Credit, a national credit reporting agency. Matthew is a frequent presenter on credit reporting and compliance issues. He has over 10 years experience in the credit reporting and consumer information industry and his speaking appearances have included numerous national and statewide conferences.  Mr. Briggs is a certified FCRA professional and brings a successful balance of management along with creative and technical experience to ScreeningONE. His unique expertise has contributed to ScreeningONE’s continued success within an evolving and rapidly changing marketplace. Under his leadership, ScreeningONE has expanded into a multi-million dollar corporation that is changing the way businesses around the country make sound hiring decisions.

  4. Ownership Jeffrey T. Briggs, CFO and General Counsel Jeffrey T. Briggs is co-founder and General Counsel of ScreeningONE. Jeffrey is recognized as an industry expert regarding corporate law and compliance.  He received his B.A. from UCLA and his J.D. from Southwestern University. Prior to starting Screening One, Jeffrey was an active business attorney.  He handled a diverse range of trial and transactional matters, including successful litigation in both federal and state court.  His series of successes in the courtroom involved several Fortune 100 & 500 companies and he has had the good fortune of working with top firms across the country.  Between university and law school, Jeffrey worked as a federal legislation analyst on Capitol Hill in Washington, DC. Jeffrey’s strategic vision, analytical skills and abilities have contributed to the significant and sustained growth of the company.

Scope of Services ScreeningONE offers a comprehensive suite of screening solutions and we have one of the largest and most comprehensive networks of records sources in the industry.  Our state-of-the-art software system electronically routes and tracks search requests.  This system automatically matches your requests with the records source best positioned to quickly conduct the searches. ScreeningONE is continually focusing on methods and sources to obtain the most accurate data in the most efficient manner and our data sources are continuously monitored and compared against our quality control program for ACCURACY, THOROUGHNESS, TURNAROUND TIMES AND COST.

Criminal Background Searches County Courthouse Criminal Records • Majority of searches done at the County Level • ScreeningOne believes the most accurate method of securing records is at the County Level. • Search locations are selected based on information provided within the application or as designated by the client • ScreeningOne’s average turnaround time for county searches is 36 hours.

Statewide Central Repository Criminal Records • State Criminal Record History is checked through a search of court records by state to locate any record of conviction.  • ScreeningONE searches both state felonies and state misdemeanors. • Statewide repository search can be an effective means of gathering criminal information because it provides the benefit of searching all counties within a given state. • Not all states offer a statewide search. • Turnaround time is Same Day for most states.

National Criminal Records Search • Comprehensive search of multiple criminal record sources, including federal fugitive files, state and county criminal record repositories, prison parole and release files, sex offender data and records from other state agencies. • Includes access to more than 200 million criminal conviction records across the United States. • Database search recommended as a supplemental search to a more localize search (i.e. County or Statewide Search) • Turnaround time is Instant for Non-Hits and Fifteen Minutes for Hits.

  10. Returns convictions for violations of federal criminal laws, including federal criminal fraud statutes, drug trafficking, conspiracy, counterfeiting and a number of violent crimes. Completely separate from State courts. • Federal criminal records are searched by name only and the results are reviewed against other identifiers such as date of birth, social security number or driver’s license number. • Federal criminal reports usually include the jurisdiction searched, the individual’s personal identifiers as they appear in the case file, the file date, charges, disposition, disposition dates and sentencing information. • Turnaround time is 30 minutes to same day. Sexual Offender Searches • Available in all 50 States • Individual State Sexual Offender searches provide information on sexual offenders who are required to register in the state in which they reside. • Information returned includes name, aliases, date of birth, residential addresses, employers, locations of conviction(s), specific sexual offense • Turnaround time is Instant

  13. Specimen Collection • ScreeningONE has a network of over 11,000 qualified specimen collection sites. The network includes laboratory patient service centers (Quest Diagnostic, LabCorp and Concentra facilities), occupational health clinics, independent outpatient medical facilities and hospital-based collections services. Laboratory Analysis • The analysis of samples is performed by a laboratory that is certified by the Substance Abuse and Mental Health Services Administration (SAMHSA). The laboratories used by ScreeningONE have written procedures concerning sample accession, chain of custody quality control and result certification, and they follow the guidelines prescribed by DHHS and/or DOT.

  14. Medical Review Process • ScreeningONE’s fees include all MRO functions performed in receiving test results from the laboratory, review of custody and control forms and laboratory documentation, interpretation of test results, donor interviews, and reporting of test. • Test results are reported to the MRO in an electronic download from the laboratory. The results are reported by social security number and specimen ID number. As required by Federal regulations, the ScreeningONE MRO must review a copy of the custody and control form, signed by the laboratory’s certifying scientist for every test result that is a non-negative report (positive, adulterated, substituted, invalid) prior to initiating the interview with the donor.

  15. Turnaround Time • ScreeningONE receives drug screening results 24 hours a day 7 days a week via direct computer linkage from its major laboratory providers. We have the ability to transmit pure negative results within two hours of receipt from the laboratories. The results from a non-negative test are generally submitted to the customer in 48-72 hours after receipt of the laboratory findings. Because of this direct computer link and constant downloads, we believe this to be the most competitive time frame available in the industry today.

Geographic Coverage • In addition to providing in-depth searches at the National, Federal, State and County Levels, ScreeningOne also provides International Background Screening Services • ScreeningOne performs background checks in over 200 countries worldwide; Turnaround times and fee schedules are provided to each client utilizing this service.

I-9 Compliance ScreeningONE’s Form I-9 employment eligibility verifications are conducted electronically through a direct link to the Department of Homeland Security and the Social Security Administration. ScreeningONE is one of only a select few companies that are a Designated Agent of the Department of Homeland Security (DHS) and Social Security Administration (SSA) for Form I-9 employment verifications. Using information on newly hired employees’ I-9 Forms, you will be able to verify the accuracy of Social Security Numbers, Immigration “A” numbers, and I-94 arrival/departure numbers and in real-time obtain employees’ legal right to work status with a DHS-issued verification number.

Order and Delivery Capabilities • Web based • ScreeningONE’s browser-based application gives you the ability to order and receive screening requests and reports electronically through our secure online system. No special hardware or software is necessary to access the system. Screening requests can be placed, and completed investigations retrieved, from any computer with Internet access. Our system gives you control of the ordering process – you can place online screening requests at any time of day, any day of the week. Completed investigations may be saved as files, printed as hard copies or shared with colleagues as an attachment to an email. ScreeningONE utilizes multiple layers of security and SSL technologies to prevent unauthorized access to or retrieval of data from our secure website.

  23. Facsmile You can also request background investigations by faxing orders directly to our operations center in Tampa, Florida. Upon completion of an investigation, ScreeningONE can provide the report to you via facsimile, if desired. Online Candidate Consent ScreeningONE offers two convenient options for you to accept online applications and avoid issues involved with collecting personal identifiers.

  24. QuickApp • This option allows you to easily initiate a background request by entering an applicant's name and email address into the ScreeningONE system and an instructional email with a link to an online application is sent directly to the applicant. The online application includes a disclosure, authorization, digital signature and input of the applicant identifiers over a secure, SSL encrypted Internet connection. • The applicant enters his or her information into ScreeningONE’s system and submits the application online. The applicant receives a confirmation number and you are notified via email when an application is submitted. The applicant’s information, authorization and disclosure forms are stored with the digital signature in the ScreeningONE system. You can easily access the information in the system and you have the option to review the submission prior to initiating the screening process. • QuickApp eliminates data entry processing and saves valuable time while providing protection for sensitive personal information.

  25. WebApp With this option, you can have a customized website where candidates can go to complete an online application and sign electronic release and disclosure documents. The applicant enters his or her information into ScreeningONE’s system and submits the application online. The applicant receives a confirmation number and you are notified via email when an application is submitted. The applicant’s information, authorization and disclosure forms are stored with the digital signature in the ScreeningONE system. You can easily access the information in the system and you have the option to review the submission prior to initiating the screening process. WebApp provides you with a convenient website to which you can direct your applicants and provides protection for applicants’ sensitive personal information.

  27. Reporting Capabilities • ScreeningONE’s system provides reporting mechanisms to assist you in evaluating your screening program. You have the ability to run reports by: • Date range • Viewed status, requestor name • Cost center • Adverse status. • To view and export data on applicants entered and the total number and percentage of positive reports retrieved, you can easily run a Hit Ratio Report • In addition, ScreeningONE’s support team can provide a variety of customized management reports to meet your specific needs.

  28. Account Management Customer Service ScreeningONE has no call centers. You will be assigned a dedicated account team that intimately understands your organization’s needs. Our goal is to ensure the highest level of customer service.  When your staff calls, we want them to reach a live voice each and every time. ScreeningONE’s Service Level Agreement serves as a measurement tool of our performance in the execution of our service to our clients. There are financial penalties, in the form of credit to our customers, incurred by ScreeningONE if the following metrics are not met within a mutually agreed upon percentage of transactions:
