  1. 17th meeting of the Expert group on Flood Protection, Belgrade 15-16 April 2010 ONGOING ACTIVITIES ON FLOOD RISK MANAGEMENT PLANNING IN SERBIA Dr Marina Babić Mladenović JAROSLAV ČERNI INSTITUTE, Belgrade

  2. Potentially flooded areas(WMMP, 2001) App. 2 million ha is prone to flooding

  3. Recent flood events in Serbia Apr 2006 Aug 2002 Apr 2006 Аpr 2000 (10 M €) Apr 2005 (14 M €) Floods caused by extreme hydro-meteorological phenomena Apr 2004 Apr 2005 Јun 2002 Mar 2009 Feb 2010 Јul 1999 Dec 1999 Јun2001 Feb 2010 Јul 1999 (20 M €) Floods from upstream neighboring countries Efficient flood defense Nov 2009 Feb 2010 Nov 2007

  4. Feb 2010 floods – Timok river basin (Zajecar) Cause: rapid snowmelt + intensive rainfall Consequence: 300 houses flooded Activity: Reconsideration of flood risk + measures

  5. Implementation of EU Floods directive in RS • Serbia is for the time being not a member of the European Union and not obliged to implement the EU Floods directive • New Water law will include provisions of Floods directive i.e. obligations to undertake PFRA, prepare flood maps and FRMPs – currently in Parliament procedure • Deadlines for PFRA, FP and FRMP will not be set in Water law • Some activities already started • Different sources of financing (budget + EU funds) 2015 2013 2011 FRMP PFRA MAP

  6. Implementation of EU Floods directive in RS

  7. “Flood mapping along rivers in Serbia” 2006/2007 Indicative flood inundation maps in GIS (scale 1:300.000) All available sources used (studies, post-flood reports etc.)

  8. Indicative flood inundation maps

  9. “Preliminary flood risk assessment for the territory of Republic of Serbia” 2009-2011 2009 • Assessment of available data • Development of PFRA methodology

  10. PFRA – Available data: GIS maps(1:300.000) Municipalities Topography Land use Protected areas (cultural and natural) Flood protection River network

  11. PFRA – Flood types • External floods (river floods) • Large alluvial rivers (F > 1.000 km2, Qmax/Qmin < 10, Hmax/Hmin> 8-10 m, slow development and long duration • Smaller rivers (100 < F < 1.000 km2) • Torrential rivers (F < 100 km2, Qmax/Qmin > 1.000, rapid development and short duration of flood waves • Internal floods (pluvial and groundwater floods) Possible phassing: • 1st PFRA (2011) – only floods on large and smaller rivers • 2nd PFRA (2017) – torrents and internal floods

  12. “Development of a first draft Flood Risk Management Plan for Tamnava River Basin, Serbia” Project idea: Strengthen the capacity of the Serbian water administrators in flood risk management according to the principles of the EU Floods directive, through the development of a first draft FRMP for pilot area PFRA Flood hazard map Flood risk map FRMP 722 km2

  13. Flood hazard maps • Q1% • Tamnava • Ub • Q2% • Q5%

  14. Draft FRMP for Tamnava RB • Preparation of a first draft Flood risk management plan at a catchment level • Problems: • Short project duration • Limited resources • Limited experiences of EU countries in FRMP preparation (methodology development, analysis, studies...) • Crucial involvement of local authorities and other stakeholders in Plan preparation • Historical floods data • Spatial planning • Experience gained from the preparation of the Tamnava FRMP will facilitate the planning of the Floods directive implementation in Serbia

  15. “DANUBE FLOODRISK – Stakeholder oriented flood risk assessment of the Danube floodplains” 2009-2011 • 5 project partners from RS • IPA 2008 (300.000 €) • RS lead partner signed the contract • Activities delayed for ~ 1 year • Flood maps for the Danube reach between RS-HU border and Belgrade

  16. Danube model for Floodrisk project • Existing MIKE11 model (2009) • Danube FLOODRISK • RS-HU border – Belgrade • Steady state • Q30, Q100, Q1000 • DTM (Provision of Digital Ortho Photomaps, Location: Serbia EuropeAid/120447/D/SV/YU - Project N°05SER01/07/002) adjusted to needed vertical accuracy • WL projection over terrain Section 1 Q30, Q100, Q1000 Drava Tisza Section 2 Danube Section 3 Q-H 16

  17. “STUDY OF FLOOD PRONE AREAS IN SERBIA – PHASE 1” 2010-2012 • Development of flood hazard and flood risk maps for a chosen river basins • IPA 2007 (2 Million €) • Inception phase

  18. Left and right side of the Danube River between Belgrade municipality Zemun (km 1175) and the upstream end of the Iron Gate gorge (km 1040) Larger rivers in the Velika Morava river basin Steady state Q30, Q100, Q1000 DTM (Provision of Digital Ortho Photomaps, Location: Serbia EuropeAid/120447/D/SV/YU - Project N°05SER01/07/002) adjusted to needed vertical accuracy WL projection over terrain Study of flood prone areas in Serbia

  19. “JOINT FLOOD MAPPING STUDY FOR THE SAVA RIVER ” 2009-2010 • Development of flood hazard maps for the Sava river corridor in Slovenia, Croatia, B&H, Serbia • HEC RAS model in preparation phase • DTM? • Methodology for mapping?

  20. Joint flood mapping study for the Sava River

  21. RESUME 2011 2015 2013 PFRA FRMP MAP 2011 – PFRA completed 2013 – Flood mapping mostly completed 2015 – FRMP ? Danube km 1,433 - 1,173 Danube FLOODRISK Danube km 1,173 - 1,040 + Morava RB Study of flood prone areas in Serbia – phase 1 Sava km 0 – 210 ISRBC
