  1. Lead Awareness

  2. Objectives • Background • Standards • Regulations • Contracting • Repair/Removal • Maintenance Activities

  3. Background • Uses • Hazards • Diseases

  4. Uses in Paint • Lead is a metal added to paint as: • Pigments and driers to produce bright and durable colors • Extenders to coverage increase coverage by as much as 30%

  5. Uses continued • Durability makes an excellent coating for steel. • Adheres to surfaces better. • Reduces mildew and marine growth due to toxicity.

  6. Hazards • Children - home • Adults - occupational • Fetal

  7. Routes of Exposure • Children • Ingestion • Inhalation • Adults • Inhalation • Ingestion

  8. Diseases • Children • Adult • Fetal

  9. Standards • COMDTINST 5100.47C • 29 CFR 1910.1025 (General Industry) • 29 CFR 1926. 62 (Construction) • Local Air Quality Authorities • HUD

  10. Vocabulary of Standards • PEL/TLV: 50 ug/M3 • TWA: 8-hour • Action Level: 30 ug/M3 • Blood Lead Level: 15ug/dl // 40ug/dl

  11. Lead Operations • Paint removal • Abrasive blasting • Welding, cutting, burning • Soldering

  12. Regulations for Lead Operations • Identification • Evaluation of hazard • Control of lead hazard • Medical surviellence • Oversite of lead operations • Disposal of waste

  13. Identification • Sampling • Analysis

  14. Sampling • Get guidance from MLCPAC (kse) • Sampling requirements • Samples results

  15. Construction Activities • Requirements • Contract concerns

  16. Requirements • Establish and implement a compliance program. • Protection of employees during assesment of exposure. • Intial determination of exposure. • Protection of employees if PEL is exceeded. • Medical surviellance.

  17. Requirements continued • Monitoring • Housekeeping • Respiratory Protection Program • Removal from lead work • Training

  18. Compliance Program • A written program with a description of each activity in which lead is emitted. • specific means to achieve compliance with the PEL including engineering controls. • Report of the technology considered • Air monitoring data • Detailed schedule for implemention of the program

  19. Compliance Program continued • A work practices program. • Administrative controls schedule. • Description of arrangements made between multiple contractors to ensure information concerning potential employee.

  20. Compliance Program The program shall provide for frequent and regular inspections of job site, materials and equipment to be made by a competent person.

  21. Protection of Employees During Assessment of Exposure • Personal protective clothing • Change areas with showers • Handwashing facilities • Biological monitoring • Training • Appropriate respiratory protection

  22. Respiratory Protection • Manual work (scraping, hand sanding)-Minimum level of protection is a half-mask respirator with HEPA filters. • Power cleaning (sanding, grinding)-Minimum level of protection is looses hood airline respirator. • Abrasive blasting and welding - Requires tight fitted full-face airline respirator

  23. Prohibited Practices • Use of a welding torch on painted surfaces to clean them prior to welding.

  24. Alternative Work Practices • HEPA exhausted power tools • Strippers and peelers

  25. Contract Concerns • MLCPAC (kse) Review spec packages • Inform contractors • Standards to be followed • Possible presents of lead • Recommend independent consulting firm

  26. Signs WARNING LEAD WORK AREA POISON NO SMOKING OR EATING

  27. Actual Abatement Activities • Beyond the scope of this training. • Standards are: • Complicated • Lengthy • Confusing • Require extensive training

  28. Summary • A lot of new changes • Have spec packages reviewed by MLCPAC(kse) • When feasible hire a consulting firm the oversee the job • Call for assitance when you have questions

  29. Where to get more information • MLCPAC (kse) • Coast Guard Island - (510) 437-3893 • District Health and Safety Representatives • Headquarters • Consulting services
