Why grow PGR numbers? • Research-intensive HEI • Critical mass, infrastructure • Funding, numbers not capped • REF metric • reputation, future funding • Concentration of research funding • Research Councils – EPSRC, AHRC, ESRC • Wellings Report to Denham – threshold (HEFCE fund PGR in c30 Universities)
