Environmental Management System (EMS) • Framework for managing an organization’s environmental responsibilities so they become more efficient • Environmental considerations or requirements integrated into day-to-day practices and overall operations • The EMS helps to ensure compliance and to continuously improve overall environmental performance • All post organizations are integrated into the EMS • The EMS includes measurable environmental goals, objectives, and targets that are reviewed and updated annually

Army Guidance • The Army required each installation to have a fully implemented, mission-focused EMS that is in conformance with ISO 14001 by 31 DEC 09 • ISO 14001 is a specific EMS framework • International Organization for Standardization (ISO) developed several voluntary international standards for management of different types of systems • ISO 14001 is a systematic approach to environmental management or a “systems approach” for achievement of continual improvement

Aspects and Impacts • ASPECT: An element of an organization’s activities, products, or services that can interact with the environment • IMPACT:Any change to the environment, whether adverse or beneficial, wholly or partly resulting from an organization’s activities, products, or services • In summary: • ASPECT = the cause • IMPACT = the effect

Significant Aspects • Fort Rucker has identified seven significant aspects as part of the EMS implementation process based on: • Frequency • Environmental Impact • Mission Impact • Regulatory Impact • Community Concerns • The following have been identified as significant aspects: • Depletion of Natural Resources • Hazardous Waste • Noise • 4. Soil Degradation • 5. Solid Waste • 6. Spills/Releases • 7. Air Emissions 

  7. Examples of Aspects and Impacts All Fort Rucker personnel should be familiar with both the significant aspects and related actual or potential impacts associated with their work

Operational Controls • Operational controls are used to ensure proper management and control of activities associated with the significant aspects • Operational controls are developed and maintained both by DPW-ENRD and by organizational personnel • The following slide has a matrix that shows some of the operational controls that have been developed and the associated significant aspects

EMS Documents • EMS documents include information for managing the overall EMS as well as operational controls relating to the significant aspects • All official versions of EMS documents are maintained on the DPW-ENRD website: www.fortrucker-env.com/Programs.aspx?cur=25 • The Master Document List includes all the controlled documents associated with the EMS and the date of the most recent revision • Personnel should check the website regularly to ensure that they have the most recent version of all documents prior to use • This is especially important for forms to make sure that the correct version is used each time one is completed

Master Document List Excerpt • A document number is assigned to each procedure, form, and work instruction for document control purposes • The document title briefly describes the content or purpose of the document • The initial issue date is when the document was developed and incorporated into the EMS • The revision date indicates the date of the most recent update to the document • The revision number indicates the number of revisions to the original document; all personnel are responsible for having and utilizing the correct version of all documents

Roles and Responsibilities • Roles and responsibilities are defined in the EMS procedures as well as in the operational controls • Installation personnel are responsible for determining if their activities affect any of the significant aspects and whether any operational controls associated with these aspects are applicable to their operations • DPW-ENRD will provide assistance with this determination • Environmental Officers and Environmental Points of Contact (EPOCs) • Receive training that covers environmental requirements • Should assist with applicability determination for operational controls and other EMS procedures • Ensure environmental requirements are met within their organization • Organizations on post for a short duration should contact DPW-ENRD for guidance with meeting environmental requirements

EMS Conformance • Fort Rucker uses its EMS as a framework to: • Ensure more efficient management of the installation’s environmental programs; • Help the installation stay in compliance with regulatory requirements; and • Help continuously improve overall environmental performance. • Fort Rucker’s EMS is mission-focused and integrated into all installation activities • EMS conformance is essential to continued success of the environmental programs • The EMS status is checked annually through the internal EMS audit and internal EPAS as well as through the quarterly compliance audit system
