This document explores the evolution of Army Distance Learning (DL) with a focus on mobile technology enhancing access and engagement. Since the concept's inception in 1728, DL has transformed, primarily using mail to reach students unable to attend classes. Recent advancements emphasize mobile learning (mLearning) as a key driver for access, leveraging devices and management protocols. The framework details strategies for developing relevant content, ensuring security, and enabling ubiquitous access to educational resources, ultimately supporting soldiers' learning experiences.

Distance learning…access is the focus • As early as 1728, the concept of distance learning was explored to open access to learning ….delivered by mail • Mail was the dominate mode of delivery which opened access to new groups of students previously denied the ability to attend classes. • In his 1981 book Learning at the Back Door, Charles Wedemeyer described distance learning as providing access to those who can’t be present in the classroom.
