  2. Early Childhood Development/Healthy Child Care America HCCA objectives: 1. Quality Assurance 2. Infrastructure Building 3. Outreach Ensuring the on-going promotion of health and safety in out-of-home childcare

  3. Early Childhood Development/Healthy Child Care America QUALITY ASSURANCE: Implementation of standards in each State to assure children in child care settings are protected from harm

  4. Quality Assurance • 27 Transitioning Healthy Child Care America Projects recommended regulatory language. • 26 THCCA Projects drafted new state regulations. • 27 THCCA Projects participated in hearings. Outcomes: 15 THCCA Projects reported new regulations have been adopted.

  5. Early Childhood Development/Healthy Child Care America INFRASTRUCTURE BUILDING Develop statewide systems of Child Care Health Consultants (CCHC)

  6. CCHC ACTIVITIES 33 29 29 15 13 3 Recommendations of corrective actions Access to CCHC services Training sessions Phone calls and mailings On-site screening Site visits

  7. Early Childhood Development/Healthy Child Care America OUTREACH Plan, develop and implement outreach initiatives using the child care environment as an access point to health insurance and medical homes.

  8. SUSTAINABILITY Of 48 THCCA projects: • all reported continuing at least one of three HCCA activities beyond 2005 Sources of funding for those planning to continue: • Federal- 23 (Child Care Development Block Grant) • State- 13 (Title V) • Other- 18

  9. TRANSITIONING HEALTHY CHILD CARE AMERICA (THCCA) • HCCA grantee funding ended 1/31/2005 • HCCA activities have begun to transition into State Early Childhood Comprehensive Systems (SECCS) plans • States to sustain some aspects of HCCA three objectives

  11. MCHB STRATEGIC PLAN FOR EARLY CHILDHOOD GOAL 1. To provide leadership to the development of cross service systems integration partnerships in support of children in early childhood and enhance their ability to enter school healthy and ready to learn.

  12. MCHB STRATEGIC PLAN FOR EARLY CHILDHOOD GOAL 2. To support States and communities in their efforts to build early childhood service systems that address the following five critical components: • access to medical homes • social-emotional development of young children • early care and education • parenting education • family support

  13. MCHB EARLY CHILDHOOD COMPREHENSIVE SYSTEMS GRANTS Purpose: To support States to plan, develop and ultimately implement collaborations and partnerships that support families and communities in their development of children that are healthy and ready to learn at school entry.

  14. MCHB STATE EARLY CHILDHOOD COMPREHENSVE SYSTEMS (SECCS) Characteristics of the SECCS grants: • $100,000/year grants • 2+ years for planning • limited to the 59 State, jurisdiction , or Territory Title V agencies • Currently 51 grantees. In process of conducting another round to include South Carolina, Virgin Island and Territories • Grantees currently completing applications for implementation or more planning

MUTUAL MISSIONS & ACTIVITIES • Promote participation in accessing medical homes for all children • Together address the social/emotional needs of all children • Integrate Child Care Health Consultants into other system partners programs • Weave accepted childcare standards into other early care and education system partners programs • Partner with family support & parent education efforts
