  1. The Journey to Next Generation 9-1-1:A Spotlight on Your GIS Data Mark Holmes, GISP

  2. Overview • What is GIS for 9-1-1? • How does GIS function today in 9-1-1? • How will GIS function in NG 9-1-1? • Steps to take, plan for • What are risks of inaccurate data?

  3. GIS data for 9-1-1

  4. GIS data for 9-1-1

  5. Benefits of GIS data in 9-1-1 • Location, Location, Location • Locate address, coordinates, physical location on earth’s surface • Provides reference location for dispatch on map • Accurate GIS data reduces risk by providing improved location information • What if location information in GIS data is incorrect or incomplete? • Incorrect routing of emergency responders • Increases response time • Lives in jeopardy – every second counts

  6. Location Accuracy

  9. What is Next Generation 9-1-1 (NG 9-1-1)

  10. Location Info in NG 9-1-1 • 123 Main Street • -78.3456, 40.2345 • 192.10.1.123 • Voice • Text • Media – Photos, Video

  11. GIS in NG 9-1-1 • GIS plays crucial role in NG 9-1-1 call routing • ALI and MSAG become decommissioned in NG 9-1-1 i3 • GIS data replaces ALI and MSAG data • Accuracy of GIS data is paramount • Shared data – coordination • 9-1-1 authority is responsible for the data • Location is delivered with call • Location is pre-validated using GIS data

  16. Accuracy • GIS data used for call routing • Accuracy of data will determine correct routing of call • GIS road centerlines, address points and jurisdictional boundaries all become focus of emergency routing databases • What can you be doing to prepare GIS data? • Synchronize GIS with MSAG and ALI • NENA 71-501, Version 1.1, September 8, 2009 • Completed address points layers • Edge-matching boundaries, centerlines

  17. Data Integrity • Spatial accuracy – visual verification • GIS topology – gaps, overlaps, connectivity • Features delineated between community and ESN boundaries • Complete information for each feature • Road names, addresses, ranges, community, ESN • Verify for address range overlaps or gaps, parity issues • Check for duplicate addresses, road names • Verify addresses fall within existing street segments

  18. Edge-matched boundaries

  19. Maintenance • Data maintenance is ongoing process • Must have maintenance plan • Data maintenance must follow proper 9-1-1 standards • Continue to synchronize databases/layers • Coordination with jurisdictions/departments • Road names, new addresses, boundaries • Investigate errors, make updates

  20. Standards • Standards become paramount with NG 9-1-1 • Having the correct information collected in the correct format • To foster regionalization of data/sharing of data • To integrate with NG 9-1-1 databases • To improve accuracy/maintain integrity • Interoperability with other systems • Addressing standards, GIS data design standards • Other GIS layers in NG 9-1-1 – Railroads, Hydrology, Parcels, Critical Infrastructure All play part in routing call to correct location

  21. What risks exist for your agency? • Discrepancies, inaccuracies across datasets remain • Data is not ready for applications on NG 9-1-1 network • Data is not ready to be regionalized – lack of standards • Data maintenance processes and policies not in place for NG databases Inaccurate data is a risk today and in NG 9-1-1 Need to be thinking about the data in parallel with the design/implementation of the network
