Data Match Process • SSA Citizenship Verification Extract File • Members added or reinstated since last file submission • Members with renewal date within next two months • Limited to those required to provide citizenship verification • SSA match requires verification of SSN • Name, DOB and SSN must match SSA database • File sent monthly; response file received within two days • If SSN is verified, SSA returns citizenship information • Values A and C (citizenship verified); citizenship field updated in MMIS • Values B and D (citizenship not verified); information is written to a report for follow-up action • Reports are generated for unverified SSNs and unverified citizenship status
Opportunities/Challenges • Resubmission for citizenship verification based on change • Corrected SSNs for new and reinstated members • SSN, name or DOB are updated in the MMIS • CHIP does not require and cannot now require SSN; does not meet maintenance of effort • Development of system generated letter to member for correcting SSN and information not consistent with SSA data
Results • Virginia has completed three exchanges since the March 1st implementation • 98% – 99% of members are verified for citizenship and identity
