Presentation of the Institute for Public Policy • Independent think tank (we’d like to be!) • What are we doing? • Policy analysis, Recommendations • For whom? • Government, media, academia, civil society, political parties, etc • Dissemination – trough publications, media, seminars, round tables, etc

  3. Working at the national level - 1 • With whom are we working? • Small team (6 persons) on full time basis • Large pool of local experts (researchers, university professor, public servants, consultants students...)

  4. Working at the national level - 2 Important but sensitive question - how to work with the Government? • Directly with the governmental institutions when there is a common goal, interest, and when not affecting the mission and values shared by the Centre • Examples: • collaboration with the MFA in writing the European Strategy of the RM, Action Plan EU-Moldova within the Wider Europe initiative • collaboration with the MoD in developing the Concept of the National Security, promoting the civil control over the security sector

Working at the national level - 3 • Indirectly, through media, civil society, opposition parties etc., when it’s not possible to work directly • Example: • promoting new ideas in higher education (mobility, credit system, university autonomy) trough the Council of Rectors, the Council of Colleges • combating the so called “federative approach” in solving Transnistrian conflict

  6. Working at the level of EU • RCNetwork = Network of Policy Centres established within the Policy Centres Initiative

  7. Working at the level of EU - 2 Case study: “New Schengen Borders Project” • Problem: risk to establish a new iron curtain after the Schengen enlargement • Goal: to contribute to the development of better relations with neighboring countries after the Schengen enlargement • Objectives: to develop policy recommendations for EC and National Governments to increase mobility, to improve visa procedures, customs and border control procedures

  8. Working at the level of EU - 3 • How it was done: • nine national centres involved • joint policy analysis and field research • meetings to elaborate joint recommendations • Publications - national and the final one • presentation in Brussels • dissemination to embassies, other centres etc.
