Support for Pilots • Paperwork Reduction Act 1980 - 1995 • 3505 ‘…the Director (OMB) shall– with selected agencies and non-federal entities on a voluntary basis conduct pilot projects to test alternative…practices…to minimize the Federal information collection burden.’ • 3506 ‘…and otherwise consult with members of the public and affected agencies concerning each proposed collection of information…’

  3. JAD Concept “What I would like to propose is a Joint Application Design team – an informal working group of FDP members – to provide Grants.gov with feedback, guidance, and counsel on applicant issues for Grants.gov” • Eben Trevino November 2008 Email to FDP

JAD Purpose During the application development and deployment phase of a new or updated system, JAD advisory teams consisting of representatives of the end user community have become a valuable tool and are a standard industry operating procedure. At the request of the Grants.gov PMO, the Federal Demonstration Partnership (FPD) suggested the makeup of the Joint Application Design team (JAD) .

  5. Team Makeup The call for formation of the JAD with the following teams: • 3 Faculty representatives • 3 Administrative representatives • 3 Technical representatives • 3 Federal Agency representatives

Vision and Mission • Vision: • Represent the stakeholders, working with advice from federal agencies as a forum for change and improvement. • Provide a mechanism for two way communications between stakeholders and federal agencies & providing summaries to OMB. • In the long term, explore broader and deeper solutions for both grantors and grantees as defined by the grant life cycle. • Mission: • To be a strong voice for the applicants. • Help Grants.gov meet the expectations of the users and understand their perspective.
