Sample Audit Counts Principles and Rules for Counting Ballots 163-182.1 • Statewide Ballot item in EVERY County • Presidential Item in Presidential Election • SBOE shall provide direction for other Items • SBOE approves procedure for random selection in open meeting • Precinct selection after initial results released or 24 hours after polls close, whichever is earlier • Sample Audit to include: • FULL count of one or more Precincts • Full count of Mailed Absentee Ballots • Full count of one or more One Stop Early Voting sites • Any Discrepancies between Machine count and Hand-to-Eye count, the Hand-to-Eye shall control • Applies to ALL Elections

  7. Attempts Should be Made to Correct or Explain Differences if at all Possible • Perform and conclude audit prior to county canvass • Do not adjust counts without a factual basis • If there are differences, figure out why • If the sample audit count is the more “correct” figure, use it for your Canvass totals • Sample audit counts are open to the public • Do not hesitate to contact SBE if issues arise

Sample Audit Results • Sent to Dr. Kalsbeek • He reviews to determine the certainty of the outcome based upon the differences (or lack of) of the machine count versus hand count. • He reviews to determine the sample numbers needed for the next election • He issues a report on the audit. That report is public record and can be sent to you, if you desire. • Validates Election Results
