  9. Source Requirements: RAS Suppliers • Treated like aggregate producers • RAS comes as a CERTIFIED product to End User • Approved List for RAS Suppliers (each site) • Obtained necessary permits • Submit Quality Control Plan • Documentation and record keeping

  10. Material Requirements • Raw Shingle Material • Pre-processing = sorting, removal of waste • Asbestos remediation (testing, rejection of loads) • Processed RAS • Gradation • Deleterious Content (<1.5%) • Moisture (for information only)

  11. Quality Control of RAS • Code of Federal Regulations 637.201-637.209 • RAS cannot be self-certified • QC Program Required • Minimum 3 samples or 1/1000 tons • Gradation, deleterious, moisture • DOT may verify results

  12. End User Requirements • 2-5% of RAS must be used when the DS is on the contract • Future…….Permissive specification allowing 5% max • We pay for 2/3 of the extracted binder content in the RAS • End Users may not collect or process shingles at portable facilities.

  14. 2010 Projects • HWY 63 • HMA: 4% + RAP = 25% binder replacement (PG 58-28) • HMA: 5% + RAP = 30% binder replacement (PG 58-28) • HMA: Control with RAP • HWY 10 • HMA: 4%, 5%, 6% with NO RAP (PG 58-28) • HMA: control with NO RAP (PG 64-22) • HWY 61 • WMA: 5% + RAP = 30% binder replacement (PG 58-28) • WMA: 7% + RAP = 30% binder replacement (PG 58-28) • WMA: control with RAP only (PG 58-28)
