WHY FOCUS ON INTEGRATED GOVERNANCE? • IMPLEMENT THE POLICY DOCUMENT ON INTEGRATED GOVERNANCE (Cabinet 2002) “The basic principle underpinning government’s approach to integration is that the work of government impacts on the totality of the lives of people in an integrated manner” “Therefore, the starting point in building integrated governance should be that the systems and structures created should serve the purpose of ensuring effective … service delivery to improve society’s quality of life”

WHY FOCUS ON INTEGRATED GOVERNANCE? • SUPPORT THE IMPLEMENTATION OF THE POLICY DOCUMENT ON INTEGRATED GOVERNANCE • Approach to integration • National Planning Framework and Cycle • Executive Information Management System • Institutional Mechanisms to support integration • Key tasks in the coming period

WHY FOCUS ON INTEGRATED GOVERNANCE? • FIVE PRINCIPLES: • Policy analysis and prioritisation should be done in an integrated manner • Integrated planning systems should be put in place to guide the operational work of all relevant institutions • Integrated policy priorities should inform resource allocations • Integration can only work in instances where there is effective monitoring and evaluation of performance • An overall philosophy should guide government’s integrated work

  6. WHY FOCUS ON INTEGRATED GOVERNANCE? • SUPPORTING THE WORK OF THE GOVERNANCE AND ADMINISTRATION CLUSTER (DPLG CO-CHAIR) - FOCUS AREAS: • Strengthening the centre of government • Improving the capacity of government • Improving the quality of service delivery • Promoting good governance

DPLG’S UNIQUE CONTRIBUTION • Explicit mandate to strengthen system of inter-governmental relations • Support to provinces and municipalities • Responsible for managing key inter-governmental structures, instruments and programmes • Manage the interface between good governance and sustainable development

NATIONAL PLANNING FRAMEWORK AND CYCLE • Cabinet adopted in July 2001 • Framework links the electoral, parliamentary and budgetary cycles - ensures that Cabinet policy decisions informs planning throughout govt • Medium Term Strategic Framework (MTSF) must inform Medium Term Expenditure Framework (MTEF) • IDP basis for an inter-governmental system of planning and budgeting across all three spheres, e.g. IDP Nerve Centre

NATIONAL PLANNING CYCLE SEQUENCE • 1: Departmental / Provincial Planning (Oct) • 2: Cluster-level Integration (Nov) • 3: FOSAD produces draft MTSF (Dec) • 4: Cabinet Lekgotla approval of MTSF (Jan) • 5: State of the Nation Address (Feb) • 6: Communication Campaign (Feb) • 7: Provincial and Local Govt consultations (Feb / March) • 8: Programme planning and budgeting (March / April) • 9: Monitoring, Evaluation and Reporting

  10. STRENGTHENING THE IGR SYSTEM WORKPLAN 2002-2005: 1. Legislation implementing S41 of Constitution (Nov 2002): • clarify principles of cooperative government; • define practical procedures for above; • define role of inter-governmental (IG) structures; and • establish procedures for creation of IG structures. 2. Legislation implementing S41 of Constitution: • clarify principles and establish dispute settlement practices

  11. STRENGTHENING THE IGR SYSTEM WORKPLAN 2002-2005: 3. Report assessing Schedules 4 & 5 of Constitution (Oct 2002): • review the legislative framework for the distribution of powers and functions across the spheres of government 4. Framework for managing the assignment of powers and functions to local government (June 2002) 5. Legislation regulating S139 & S100 of the Constitution (Nov 2002) 6. Inter-governmental guidelines for integrated development planning (March 2003) 7. Guidelines on provincial - local IGR (June 2002)
