Basic characteristics of SCSTI • State-owned institution with task to gather, process and provide science-related information and build complex information systems for R&D • 98 employees • 40 servers 200 PC (80 for users) 1 Gbps interent connection • New modern building 20 mil.EUR /open 2007/ • Budget for year approximately 2,5 mil . New functions of SCSTI with nation-wide operations • Implementation of Central register of dissertations and habilitations of Universities in Slovakia – in routine from 1.04.2010 • Implementation of Central register of evidence public activities Universities in Slovakia – in routine from Oktober 2009 • Implementation of Antiplague system (supplier is private Slovak firma) - in routine from 30.4.2010 • Managment of two National projects funded by EU through ERDF ICSTI conference BAKU 2010

New parts of SCSTI • Project OFFICE for managment of projects funded by ERDF /7/ • Technology Transfer Centre (TTC) - from 2009 /5/ • National Centre for Popularisation of Science and Technology in Society, incl. administration of the Information portal fng of or research, development and innovation – from 2007 /12/ • Data Centre for Research (separate unit in town Zilina 20 mil. Euro from EU ERDF) - will be opened 28.05.2009 /5/ • Workplace for complex digitalization (5 types of scanner 330 000 Euro EU ERDF) – from 11.May 2010 /5/ Plus 27 internal employees /relative to end of 2007/ ICSTI conference BAKU 2010

What do we want to change ?Central Information Portal for Research, Development and Innovation (CIP RDI) • One of the main information, managerial and supervisory tools of the state scientific and technical policy • Hosted and administrated by the Slovak Centre of Scientific and Technical Information CIP RDI according to the law on state R&D support provides: • Information on public calls for research proposals and projects implemented within the state R&D support programmes, incl. results achieved; • Information on results of R&D tasks’ solution and participation of the Slovak Republic in international programmes and initiatives; • R&D related summary reports and further information according to the Minister of Education decision.   16. Why we want to change it ? 1 . Augmented with new functions /export by demand, sophisticated searching, etc../ 2. Better interconnection with other R&D related information systems. • The improvement of English version of the portal. The portal have to become an effective support tool also for foreign researchers, entrepreneurs and venture investors interested in Slovak R&D • Be compatible with EU standard /easy to exchange ”right” information/ • Be really complex and actual system /new system of collection information/ • System more strongly oriented to ”science” user ICSTI conference BAKU 2010

  17. From CIP RDI to SK CRIS Situation there are two parts of CIP RDI 1. Popularisation part 2. RIS /research information system/ Our aim in one sentence: With EU money to transform national RIS to European standards what meansto SK CRIS Inspiration: euro CRIS Basic idea : full implementation of data model CERIF Source for this activity : max. 600 000 € Main tool: Public tender ICSTI conference BAKU 2010

What was done and why ? 2009 April 2009 International conference about science in EU /standarts and compatibility of CRIS/ in Bratislava - for all who have “something” with science especially ministry clerks , different types of state managers etc . /they have power and possibility to give money/ AIM : TO SHOW THAT in EU SOLVED THE SAME P ROBLEM S AS WE HAVE TO SOLVE …. Create effective CRIS April 2009 Seminar about format CERIF /for IT experts - they have knowledge and no possibility to give money / AIM : Creator of format CERIF explained Slovak IT experts ”What is it CERIF” May 2009 – December 2009 elaborated 7 studies from : 2 active scientists, 1 expert from science funding organisation, 1 ministry expert / in Slovakia science is s ”under” Ministry of Education , 1 expert from Slovak Technical University , 1 expert from area RD data and indicators 1 expert from Slovak Academy of Science As the result we obtained approximately 400 pages of analyses and ideas about “ ideal” CRIS …. What was done and what we plan 2010 Januar 2010 – March 2010 Elaborate conditions for supplier of SK CRIS /economical, experts qualification and references/ April 2010 - June 2010 We have 10 tenderers and we have to decide who fullfilled conditions July 2010 - to month ”M” Selection of best tender and signature of contract M+2 months Preparation phase M+9 months Analytic and project phase M+14 months Development phase M+ 16 months Testing phase M+17 months Pilot operation phase M+ 18 months System launching into the full operation CONCLUSIO N : In the next ICSTI conference there will be a presentation about first experiences with SK CRIS but i t is depend s on number M and results of our polls in Slovakia , too.
