Border Information Flow Architecture Pilot Project Funding Program

The Border Information Flow Architecture (BIFA) Pilot Project Funding Program, developed by Transport Canada and U.S. agencies, aims to improve border crossing operations. This program provides up to 50% funding (up to $500,000) for various pilot projects, including traveller information systems, traffic management, and commercial vehicle operations. Notable projects include regional architectures in New Brunswick/Maine and a traveller information system in Manitoba. What is BIFA again? • The Border Information Flow Architecture • Developed by: • Transport Canada; • U.S. Federal Highway Administration; • Canada & US Customs agencies; and • State and provincial transportation agencies. The First Round of Projects • New Brunswick/Maine: A Regional Border Architecture • Manitoba: A Border Crossing Traveller Information System • Weigh2GoBC: Out-of Province Component • Cascade Gateway: Border Data Warehouse Upgrade and BIFA Integration (Agreements for project proposals in Ontario and Québec pending)

New Brunswick/Maine:A Regional Border Architecture Purpose: • To develop a Regional ITS Architecture for the New Brunswick/Maine border to improve stakeholder relationships and communication and develop tools to improve planning, coordination, implementation and interoperability of systems along the Canada/U.S. border. Transport Canada Contribution: $75,000

  8. Manitoba:A Border Crossing Traveller Information System Purpose: • To install a Border Crossing Traveller Information System to indicate road and weather conditions and lane assignment strategies for U.S. customs clearance. Location: • Pembina-Emerson Border Crossing Transport Canada Contribution: $375,000

  9. Weigh2GoBC:Out-of-Province Component Purpose: • To develop and implement Out-of-Province functionality to allow carriers from other jurisdictions that operate in British Columbia to enroll in the Weigh2Go commercial vehicle inspection bypass program. Transport Canada Contribution: $200,000

Cascade Gateway:Border Data Warehouse Upgrade and BIFA Integration Purpose: • To improve functionality and user access to the existing online Cascade Gateway data archive and increase the amount and types of data available to all users. Recipient: • Whatcom Council of Governments (Washington) Transport Canada Contribution: $245,000

  11. What’s Next…The Future of the Pilot Project Program • Application has been made to extend funding for the BIFA Pilot Project Program • Decision is expected in early December… • As a proactive measure… We are soliciting further Project Proposals!!
