  3. 貳. 國際關係之內涵 • 認識國際關係之理論、歷史、及現狀 • 國際關係之內涵： 國際關係之傳統成員及新成員、國際體系、國際權力格局與國際建制，國際秩序、大國關係、政策決定（決策者之人格特質、決策之環境、決策風格、決策機制與訊息通道…）人口增長、能源供需… • 國際關係之範圍包括天文、地理及人事。

  4. 參. 國際關係之新課題及挑戰： 地球暖化、環境污染、生態保護。良治、人權保障、宗教協談。全球化、智慧財產權保護、貧富差距。毒品防制、走私、洗錢、人口販賣、國際移民及觀光、海盜、國際恐怖活動、武器擴散、太空競賽 …
