APS Statutory Authority Chapter 48 of the Texas Human Resources Code authorizes APS to investigate reports of abuse, neglect, and exploitation of: • elderly persons (age 65 and older); • adults with disabilities; and • persons receiving mental health and/or mental retardation services in a state school, state hospital, community center, state center, or Home and Community-based Services (HCS).
Special Task Unit (STU) • Senate Bill 6 of the 79th Legislature, Regular Session, authorized APS and Texas counties with a population of 250,000 or more to develop a Special Task Unit to improve the response to elderly and disabled adults who are victims of abuse, neglect and exploitation.
Special Task Unit Members • The STU is a selected group of professionals from a variety of disciplines • Mental Health Professional • Legal • Law Enforcement • Financial • Medical • Domestic Violence • Clergy
