Challenges of rapidly deploying Gbit links • Market demand is for ubiquitous availability of Gbit links • Conventional approach of deploying fibre meets this demand in a growing footprint • Office parks, precincts and other high density areas • Areas immediately adjacent to fibre routes and around other telecoms infrastructure • Extension of the coverage areas is limited by • Cost of laying fibre – driven by per m construction costs • Time to obtain necessary approvals from local authorities and landlords for civil construction • The area around existing fibre footprints can be reached utilising radio technologies • Current licensing regime is both slow and costly • Antennae size for high capacities is not attractive to landlords

Utilisation of mmWave spectrum and equipment • Requirement is for quick, cost-effective deployment of high capacity, localised short distance links • Utilising mmWave spectrum and equipment presents options for rapid extension of the high capacity footprint • FSO can potentially meet the requirement • Equipment costs vs licence cost need to be considered • Short distance extension of fibre footprint rather than high site coverage model • Requirement in secondary towns where local fibre deployment is not viable • Requirement is not necessarily for permanent deployment only • Temporary installation to deliver service while approvals are obtained for fibre build • Initial deployment to service a single customer in an area or building • Stimulates demand making subsequent fibre deployment cost effective due to increased client density

Regulatory and licensing considerations • Current AIP model mitigates against mmWave deployments • Relatively high annual cost • Consideration relative to once off capital cost of alternatives • Promote rapid deployment • Introduce additional frequency bands at lower rates than the current 0.05 • Consider the requirement for both permanent and temporary links • Minimise the “penalty” for temporary deployment • Allocation of frequency in a light touch, self-cordinated licensing regime for links promoting rapid deployment and fibre footprint extension, potentially for temporary installations only • Allocation of frequency for traditional point-to-point applications under a co-ordinated licensing scheme

  6. Closing • Rapid, and cost effective, deployment of Gbit links cannot be achieved by utilising fibre only • mmWave spectrum and equipment present a cost effective option for rapid deployment under a light touch regulatory and licensing regime that takes cognisance of cost and time to deploy
