  3. What is the Butt Littering Trust (BLT)? • Fully independent from tobacco industry • Initial budget of $1 million to support anti-butt littering projects across Australia *Photos used with kind permission from VLAA

BLT Background • British American Tobacco Australia (BATA) acknowledged growing problem with littering of product it manufactures • Wanted to get more involved but recognised its own lack of experience and relationships • In early 2002, BATA commissioned Nolan-ITU to: • Review the status of butt littering in Australia • Assess current anti-littering initiatives • Make broad recommendations for a way forward • Approach involved issue identification, risk management, stakeholder liaison and option development • Result was formation of BLT

  5. BLT is an environmental organisation, solely focused on reducing butt littering through changing behaviour by supporting programs that strive to achieve real, sustainable and measurable outcomes.

Butt Littering Situation Report • Comprehensive research into cigarette butt littering in Australia and current intervention initiatives (www.buttlitteringtrust.org/PDFs/BLT%20Situation%20Report%201-2.pdf) • Presents conclusions on cause, extent and impact: • Significant proportion of smoking population not aware of environmental impacts of littering • Smokers often do not view butts as litter • Many smokers believe problem is managed (TIC & KESAB, Sweeney Research 2000) • 58% of smokers dispose of butts inappropriately outdoors (BIEC, June 2001 Littering Behaviour Study III). • Adequate infrastructure is often lacking; no standard • Butt litter “hot spots” include roadsides, shopping centres, beaches, parks, outside office buildings, travel transition points • Butts are commonly cited as > 50% of all littered items (KAB, Looking at Litter,1996)

Local Government Survey • BLT conducted national survey of local government across Australia to further understand issue of butt littering • Sought information on: • current actions and attitudes of local government to butt littering • measures implemented to address issue • feedback into resources that will assist local government efforts • 20% of Councils responded to survey

Local Government Survey - cont. • Preliminary results: • Majority of Councils consider butt littering to be a problem but few have undertaken formal audits • 50% of Councils specifically target butt litter • Most efforts are geared toward • education and awareness raising campaigns or • supplying infrastructure • Councils generally feel under-resourced to tackle issue • Public ashtrays outside buildings and on general litter bins were highlighted as a need of many Councils

BLT Priority Target Areas • Target areas to fund were established based on the BLT’s objectives, outcomes of Situation Report, and Local Government Survey • Priorities include butt littering: • In CBDs • From vehicles • In “iconic” areas, eg, beaches, tourist spots • First set of funding allocations totals more than $400,000

BLT Supported Projects • Desert Fringe RWMG (Victoria) • Description: installation of 15 large butt bins at ten roadside rest stops identified as “litter hot spots”, supported by education, personal ashtrays and signage at Service Stations. • Target area: butt littering behaviour from cars and other vehicles • Coverage: along the Western Highway from Dimboola, in Western Victoria, to the South Australian border • Timing: June 04 launch, Nov 04 completion

BLT Supported Projects • Zero Waste SA • Description: building on existing anti butt littering initiatives to target over 700,000 people at beachside venues including shopping centre precincts and commercial shops, and motorists travelling along major transport corridors and parking in the areas. Advertising, personal ashtrays, street theatre, roadside signage and educational material will be used. • Target area: butt littering behaviour at iconic settings in coastal areas • Coverage: metropolitan Adelaide • Timing: Oct 04 launch, Apr 05 completion

BLT Supported Projects • Parks Victoria • Description:provision of butt bins and signage, education, promotion, ranger and volunteer activity and monitoring to gauge the effectiveness of various measures across three sites “litter hot spots” within the Port Campbell National Park. • Target area: butt littering behaviour in iconic settings • Coverage: “Twelve Apostles”site, within the Port Campbell National Park • Timing: March 04 launch, May 04 completion

BLT Supported Projects • City of Melbourne • Description:involve face-to-face interaction with people on the street and the distribution of information cards and personal ashtrays, spreading the message: “No butts about it. This is litter”. • Target area: butt littering behaviour of pedestrians in CBD’s • Coverage: key sites in the Melbourne CBD • Timing: first half of 2004

BLT Supported Projects • Hobart City Council • Description: an extensive review of existing infrastructure and developing an education and awareness campaign to help smokers understand that butts are litter. The project is a collaborative effort by a number of key stakeholders and will also involve the distribution of education packs, personal ashtrays and signage. • Target area: butt littering behaviour in CBD’s • Coverage: Hobart CBD • Timing: Apr/May launch, Dec 04 completion

BLT Supported Projects • Barwon RWMG (Victoria) • Description: coordinate and promote a number of initiatives currently managed by local Councils to achieve positive behavioural change, including advertising and educational materials, distribution of a butt litter prevention kit, personal ashtrays and butt bins in high profile locations, and collaborative work with other organisations. • Target area: butt littering in iconic areas • Coverage: Victorian coast • Timing: Feb 04 launch, Jun 04 completion

  17. BLT Supported Projects • Motorist Survey • Being conducted along major highways in rural Victoria in partnership with Desert Fringe Regional Waste Management Group • Face-to-face motorist survey will contribute to monitoring and evaluation of its intervention project, which will be targeting butt littering from vehicles • Also provide insights into butt littering disposal behaviour and attitudes of motorists.
