  2. GEOSS • Should be consistent with JCOMM • DBCP to contribute for Tsunami monitoring • Synergies between SOT & DBCP for multi-purpose deep ocean moorings for marine hazard detection • DBCP Members to inform national GEO representatives

Metadata collection scheme • Funded by EGOS (now E-SURFMAR) • EGOS scheme used by DBCP for global use • Three step approach • Upon buoy purchase by manufacturers (Argos IDs, most metadata) • Upon buoy deployment by buoy operators (WMO, depl. position) • During buoy life-time by buoy operators (e.g. drogue off) • Scheme adapted for GDP needs • Implemented at JCOMMOPS, Jan. 2005 • http://wo.jcommops.org/cgi-bin/WebObjects/meta • User friendly • Users guide available • China to provide ODAS metadata to end users (JCOMM center) • Panel Members, Action Groups, Manufacturers urged to use it

BUFR • BUFR encoding capability with Service Argos • Implemented in July 2003 • Compression in Sept. 2005 • Performance problems to be fixed • Table version 11 used • GTS bulletin headers • IOZXii LFPW • IOZXii KARS • BUFR template for wave data proposed and adopted for validation by CBS ET on Data Representation and Codes

Argos related issues • Delays improved thanks to LUT network • Concerns for • Indian Ocean => Monitoring existing LUTs and enhancing reliability • South Atlantic => Saint Helena, Gough, Malvinas/Falklands • SE Pacific => Easter Island • NESDIS is testing Svalbard for NOAA-18 • NOAA-18 (N) launched 20/5/2005 • METOP planned mid-2006 • Argos 3 & downlink • Service Argos re-designing its data processing system, including for GTS • Implementation planned mid-2006 • Argos Tariff for 2006 • 15€ monthly, 6€ daily for drifting buoys • Reduced rates for large programmes (>300 ptt.years) • Multi-satellite free of charge; increased ADS fees to be mitigated

  7. Southern Ocean Buoy Programme • Present target : 80 units South of 40S • 79 units in June 2005 • Proposed future target (JCOMM/OCG): • 300 units (500km x 500km) • Proposed commitments for 09/2005 to 08/2006
