  1. DBCP-21, Buenos Aires, Oct. 2005 • 50 people from 15 countries • Technical & Scientific workshop, first 1.5 days • Technical dev. • Instrument evaluation • Network performance • Operational enhancements • Data telecommunication & assimilation • Best practices • Research and operational applications • Next workshop: Ken Jarrott & Bill Scuba • Next meeting • DBCP-22, La Jolla, 17-21 October 2006

  2. GEOSS • Should be consistent with JCOMM • DBCP to contribute for Tsunami monitoring • Synergies between SOT & DBCP for multi-purpose deep ocean moorings for marine hazard detection • DBCP Members to inform national GEO representatives

  3. Metadata collection scheme • Funded by EGOS (now E-SURFMAR) • EGOS scheme used by DBCP for global use • Three step approach • Upon buoy purchase by manufacturers (Argos IDs, most metadata) • Upon buoy deployment by buoy operators (WMO, depl. position) • During buoy life-time by buoy operators (e.g. drogue off) • Scheme adapted for GDP needs • Implemented at JCOMMOPS, Jan. 2005 • http://wo.jcommops.org/cgi-bin/WebObjects/meta • User friendly • Users guide available • China to provide ODAS metadata to end users (JCOMM center) • Panel Members, Action Groups, Manufacturers urged to use it

  4. BUFR • BUFR encoding capability with Service Argos • Implemented in July 2003 • Compression in Sept. 2005 • Performance problems to be fixed • Table version 11 used • GTS bulletin headers • IOZXii LFPW • IOZXii KARS • BUFR template for wave data proposed and adopted for validation by CBS ET on Data Representation and Codes

  5. Argos related issues • Delays improved thanks to LUT network • Concerns for • Indian Ocean => Monitoring existing LUTs and enhancing reliability • South Atlantic => Saint Helena, Gough, Malvinas/Falklands • SE Pacific => Easter Island • NESDIS is testing Svalbard for NOAA-18 • NOAA-18 (N) launched 20/5/2005 • METOP planned mid-2006 • Argos 3 & downlink • Service Argos re-designing its data processing system, including for GTS • Implementation planned mid-2006 • Argos Tariff for 2006 • 15€ monthly, 6€ daily for drifting buoys • Reduced rates for large programmes (>300 ptt.years) • Multi-satellite free of charge; increased ADS fees to be mitigated

  6. Implementation strategy • Sustaining 1250 array • Number of barometer drifters under debate (600 to all) • 300 in Southern Ocean (South of 40S) • Extend moored buoy array in • Indian Ocean • Atlantic Ocean • Deployment opportunities remains concern • Data Sparse area and Southern Hemisphere • DBCP trust fund could be used to purchase depl. opport. • OceanSites new DBCP Action Group • E-SURFMAR replacing EGOS

  7. Southern Ocean Buoy Programme • Present target : 80 units South of 40S • 79 units in June 2005 • Proposed future target (JCOMM/OCG): • 300 units (500km x 500km) • Proposed commitments for 09/2005 to 08/2006

  8. JCOMMOPS • web site re-designed & monitoring tools added • DBCP news section available • New Terms of References adopted by JCOMM-II • Buoy-qc renamed to buoy-qir@vedur.is • Actions to prevent vandalism ongoing • Best practices & standards • Safety issues • Tests prior to operational deployments • Manufacturers to provide information on formats • NDBC to coordinate production of best practices

  9. Workshops with users • DBCP users & technology workshop • ECMWF, Reading, 27-28 March 2006 (1.5 days) • Dialogue with users • Recommendations (e.g. smart buoy) • JCOMM/OCG workshop for Real-Time collection of metadata regarding SST & T profile data • ECMWF, Reading, 28-28 March 2006 (1.5 days) • Water Temperature Metadata Pilot Project (META-T PP) established

  10. Towards 1250 goal … Barometers: relatively stable at 320 units

  11. “1250” drifter ceremony, Halifax, 18 Sept. 2005

  12. Universal Polar Stereographic Projection (N) • Monthly dynamic map • Daily dynamic map • http://www.jcommops.org • go to “Map Room”, then “Dynamic”, then “DBCP”

  13. Future DBCP mission • Task team to review • Strength • Weaknesses • Future objectives • Strategy to achieve objectives • Task Team includes • David Meldrum, Ariel Troisi, Ken Jarrott, Julie fletcher, Jean Rolland, K. Premkumar, Elizabeth Horton, Sidney Thurston, Etienne Charpentier.

  14. Technical Coordinator of the DBCP & SOOP position • Vacant since 1 February 2006 • 46 candidates • 5 candidates interviewed 25 March and ranked • Process not completed • Incumbent probably in place 1 July 2006 in Toulouse • UNESCO/IOC ALD contract (4 years max) • JCOMMOPS roundtable 9 May to discuss future • DBCP, SOOP, Argo, OceanSites, GLOSS, …
