  4. Eligibility criteria for Overseas Schools • DfE Guidance (2012) stipulates induction may be served in: ‘A British school overseas which is inspected by a DfE approved inspectorate against the BSO Standards, and is a member of a DfE accredited association’

Eligibility Criteria for Overseas Schools to access TIP • IStip Constitution & government remit stipulate these are: ‘schools in membership or associate or additional membership of the five Heads’ Associations [HMC, IAPS, GSA, ISA, The Soc of Heads] and/or in membership [or associate membership] of COBIS (the Council of British International Schools), where a fully accredited British Schools Overseas (BSO) inspection has been carried out.’

The Appropriate Body - IStip • Remit/Role under government regulation/guidance stipulates ABs must: • Ensure schools are following processes and procedures of induction • Quality assure those processes • Offer help & support to schools/NQTs • Offer training to schools • Validate school decisions on NQTs

  7. The Appropriate Body - IStip • Established as an AB in 1999 • 8 members/owners; board and panel; HQ staff; consultants • Remit to induct NQTs in schools/academies within an accredited association • 1320 NQTs 20112-13 (6 overseas schools; with15 NQTs)

Induction in schools: responsibilities of the school • Head legally responsible for induction • Governors/Proprietors have responsibilities • School should check qualifications of new teacher (ie that they hold QTS) and must register them as an NQT with IStip PRIOR to induction commencing • Schools should carry out process of induction according to statutory requirements

  9. Induction in schools: responsibilities of the NQT • An NQT is not a student teacher • Must provide proof of QTS • Must participate fully in induction programme • Must track their progress against the Standards • Must set objectives/targets • Should play a full part in the life of the school

Induction in schools: entitlements of the Newly Qualified Teacher (NQT) • 10% timetable remission • Named Induction Tutor • Be provided with the necessary employment tasks, experience and support to enable them to meet the Standards: teaching the same classes; regular planning, teaching, and assessing of pupils • Not have ‘unreasonable’ demands placed upon them, without appropriate support

  11. The Teachers’ Standards • Against which all NQTs are assessed. • 1 set of Standards from ITT – ‘threshold’ • Role and context specific • NQT should show that they can consolidate their training, and continue to meet Standards consistently, over time, and make progress against them.

The Teachers’ Standards: Part I - Teaching A teacher must: • Set high expectations which inspire, motivate & challenge pupils • Promote good progress & good outcomes by pupils • Demonstrate good subject & curriculum knowledge • Plan & teach well structured lessons • Adapt teaching to respond to the strengths & needs of all pupils • Make accurate & productive use of assessment • Manage behaviour effectively to ensure a good & safe learning environment • Fulfil wider professional responsibilities

The Teachers’ Standards: Part II – Personal & Professional Conduct • The NQT upholds public trust in the profession and maintains high standards of ethics and behaviour, within and outside the school • The NQT has proper and professional regard for the ethics, policies and practices of the school in which they teach, and maintains high standards in their own attendance and punctuality • The NQT has an understanding of, and always acts within, the statutory frameworks which set out their professional duties and responsibilities

  14. Assessing the NQT • Against the national Standards • In the role for which they are employed • In the school in which they are employed • According to their experience • Across the whole induction year/period

  15. The Shape of the Induction Year • Each term/period is the same, and in each there are: • Regular meetings which are induction focused 2 lesson observations (min.) of the NQT • 2 formal reviews of progress • Lesson observations by the NQT • 1 formal assessment/assessment form written

  16. Experienced NQTs • May have induction period reduced by up to 1 or 2 terms • Must have 5+ years of sustained experience

  17. Training for Tutors • Guidance says induction tutors should be trained • Training currently UK-based (London and regions) throughout the year • E-training – development plan 2013-16 • On-site training

  18. Working with Overseas Schools in Year One • Close email contacts established and maintained between IStip and school based tutors/mentors • Skype Quality Assurance visits • School based training and QA visits • Feedback sought

  19. The Administration • Registration fee (per NQT) for 2013-14 is £450 • September registration deadline is Friday 15th September (and thereafter half termly) • NQT on-line manager system used for all administration
