  7. 爭取 - 外借課室、供應場地 • 協商 - 與友團合作 (課程、聯團活動) - 區職員的支援 • 付出 - 支持總部大型活動、服務 四、資源的調配與運用

  8. 首年：成團，由職員及團長跟進所有事務 • 二年：訓練隊長的栽培 • 三年：服務隊長的栽培 • 四年：文書、友誼、TQM、人事的培訓 • 五年：H 的栽培 • 六年：YUT 的栽培，淡化團長角色 • 七至十年：YUT主導，將權力逐步轉移至H 五、長遠的規劃
