  3. Step 1: Define the Problem Vandalism, assault, robbery, stabbings, altercations, teenage pregnancies, drug dealing and drugs during the summers months in Washington Heights, District 6, in New York City by middle schools students.

  4. Step 2: Gather the Evidence • Jail time for juveniles • elderly people being hospitalized, and their life being interrupted • cars, buildings, and small businesses being robbed and vandalized.

  5. Step 2: Gather the Evidence • Personal testimonies of small business owners • landlords • community precinct • teenagers lingering in the streets of Washington Heights during the summer months.

Step 3: Determine the Causes • There are no community programs for youth. • There are no Boys or Girls Club in the community. • No supervision by low paying working class parents, who have to work two jobs to maintain their family • Teenagers with no concrete outlets • One city park and recreation center, High bridge Park and Recreation Center in the community • An overcrowd public recreation center

Step 4: Examine an Existing Policy • Police Community Program-Pal and Community Based Organization- Alliance Dominicana • Both social programs alleviate the social problem, however, the programs only have room for a certain amount of teenagers • Government cut backs of social programs • Both programs should be strengthened and improved to service more youth and meet their needs. • Government should create more social programs for inner city teenagers

Step 5: Develop New Policies • Summer Youth Employment • Construction of another New York City’s park and recreation center • More community based program • All these programs’ effectiveness would alleviate the current social problem, but it is not feasible for local, state, federal government’s budgets

  9. Step 5: Develop New Policies • Summer Youth Employment if funded by corporate America and the government, would fully alleviate the social problem, It will teach today’s youth • financial responsibilities • work ethics • sportsmanship • team work • character education • self-esteem It will provide teenagers with a constructive and concrete outlet during the summer months
