The Risk Management Strategy • Risk Ranking: a diagnostic tool that assesses all areas and levels of insurable risk in every school. • Weighted/Discounted Premiums: a pricing mechanism to change and influence positive behaviours in schools. • The Risk Management Toolkit: a new national website to provide schools with practical guidance, tools and templates to address the areas of risk identified in the Risk Ranking

  6. The School Risk Ranking Process • A risk management tool • Each school visited by trained assessor • Assess effectiveness of fire, security and H&S measures at each school

  7. The School Risk Ranking Process • Ranks schools according to set risk assessments • Database created for all schools • Identifies schools that are most vulnerable and at risk • helps to target funding • helps to recharge premiums fairly • Consistent assessment of each school

  8. Development of the database • What should the database do for you: • Allow simple storage and manipulation of risk assessments • Facilitate risk rankings • Produce standard reports for schools • Provide some generic guidance • Your interactive tool – not for national collection • Piloted in several authorities and soon to be available to you

  9. The database

  10. Access to the database • Completed by trained in-house staff • Populated by approved consultants • Upon completion of training you will be given CD copy • User guide available which provides further information on the features of the database.

  11. Three Pilot Authorities • Doncaster Metropolitan Borough Council • Norfolk County Council • Liverpool City Council

  12. The Risk Management Toolkit • Primary access point to risk management information for schools • Practical guidance and risk management tools to help address areas of risk identified by Risk Ranking.  • Improve risk awareness • Share knowledge and best practice • Improve use of finite resources • Reduce disruption caused by incidents

  13. 16. Benefits of Implementation • Schools will have expertise to identify their risks and will be provided with tools and advice to help them respond to identified risk areas. • Local authorities will have greater visibility of where to target effort and resources to those schools that will be the biggest drivers of claims.

  17. Benefits of Implementation • Weighted/discounted premiums and the Toolkit will help local authorities to persuade schools to put in place risk management solutions. • The package fits well within the wider Efficiency Review procurement and productive time agendas. • Demonstrating effective risk management • Not implementing means costs will continue to rise

  18. Jim Knight MPMinister of State for Schools “The cost of insurance claims and incidents in schools goes well beyond the financial cost, often causing significant disruption and loss of resources, and impacting on the welfare and morale of pupils, staff and the surrounding community. I am therefore very pleased to support the package of measures that is being launched today. It is essential that we tackle the root causes - this package is an important step in providing local authorities and schools with the necessary tools. Implementing this integrated approach to risk management will address the root causes of claims by improving the visibility and management of risk and providing a sustainable way to track and improve performance and hence reduce costs.” Jim Knight
