The Pathway to Success Goal PS– Initiative 3 Developing the Neighborhoods around ISU
The Pathway to Success Introduction & Purpose: Since August, 2005, a concerted effort has been made to acquire, remove, and beautify the neighborhoods north and east of ISU’s campus. To that end over 250 properties have been acquired, the present result being an abundance of ‘greenspace’
The Pathway to Success Methods: • Once boundaries for ‘areas of interest’ were defined, Land acquisition began using three methods: • Purchase of tax liens at tax sales (followed by ownership after 12 months) • Purchase of parcels at Sheriff sales (immediate possession following resolution of liens) • Traditional Purchase of Real Estate (willing seller, willing buyer, for agreed upon sale at or below appraised value)
The Pathway to Success Benchmarks • Continue on a ‘limited basis’ to acquire for “in-fill” parcels, for future development • Complete all required environmental ‘due diligence’ on all parcels • Develop land use standards/ covenants, restrictions for future development to enhance the greater campus neighborhood • Seek responsible public/private partnerships for neighborhood renaissance
The Pathway to Success Discussion: • -Northern Neighborhood- • Adjacent to campus most likely would continue to focus on student housing (from Tippecanoe Street to Locust Street) • RHIC Opportunties - commercial, retail, upscale housing, etc. related to the goals and objectives of the RHIC Coalition (to be concentrated in the areas owned by the university north of Locust Street and south of Union Hospital) -Eastern Neighborhood- • ‘Re-purpose’ Uses are Less Defined
The Pathway to Success Summary: • Much of the planned land acquisitions have been completed/ enough to begin the thoughtful process of ‘re-purposing’ real estate for campus-friendly uses • Current efforts are focused on determining best ‘re-purposing’ uses for the RHIC District, as well as establishing a structure for this development to work within
