  3. Objectives • Develop and maintain high level of service capability in delivering successful TTT by employing the resources of the network. • Address capability deficits. • Encourage attainment of economic benefits for clients via successful agreements.

  4. Key Activities • Promote TTT. • Stimulate the capacity of firms to adopt new technologies. • Promote the transnational dissemination and exploitation of the results of Community research (incl. co-operation with EUREKA and ESA).

  5. Strategic Issues • Positioning IRC as “niche” player in Community-level network structures. • Arrangements with ESA, Eureka and thematic priorities of FP 6 for closer co-operation. • How IRCs can better work with the regional/national TT service providers.

  6. Strategic Issues • Special focus on “TTT disadvantaged” IRC regions. More emphasis on stimulating capacity of firms to become involved in TTT. • Possible linkages with other global network players on a reciprocal basis (possibly starting with pilot action under FP 6).

  7. Operational Issues • Engagement of a “Network Secretariat”, with similar services to IRC CU. Greater emphasis on training and Quality systems. • Use of regular expert reviews to evaluate IRC performance (qualitative and quantitative)

  8. Operational Issues • IRC “Service Charter” specifications. • Defining standard FP 6 “technical annex” in line with service charter.

  9. Network Architecture • Individual regional or national organisations will be selected. • Most IRCs are expected to be consortia, both national and transnational. • The individual IRCs will then be formed into a co-ordinated network.

  10. Foreseen “Calls” under FP 6 • One IRC Call foreseen for FP VI - March 2003 (Specific Support Action). • Contracts will commence 1 April 2004. • Three periods of reporting with experts review at the end of each period. • 4 year contract but with a go/no go clause for the last year (depending upon performance) following evaluation.

  11. Foreseen “Calls” under FP 6 • Separate Call for “Network Secretariat” to provide IRC Network with support services (Specific Support Action). • Those proposing to be an IRC cannot be propose for the “Network Secretariat”.
