Report of SEEA Editor: Work Plan and Technical Issues

This report provides an overview of the work done on the System of Environmental-Economic Accounting (SEEA) revision, including the key technical issues and the forward work plan. Work Since June 2010 on SEEA Revision • 21 Key revision issues • Drafting papers • LG and Global consultation • Editorial Board discussions • UNSC recommendations • Drafting chapters of central framework • Draft Ch 5: Asset accounts (sent for global consul.) • Draft Ch 3 & 4: Physical flow and monetary flow accounts (send for global consultation 13 June) • Draft Ch 1, 2 & 6: Introduction, Accounting structure, Summarising& integrating accounts (being drafted)

Editorial Board • Functioning very well with mix of perspectives, views and experience • Strong support for the objective of producing SEEA despite challenging timeframes • Many teleconference meetings through late 2010 • 3 face to face meetings (New York - December 2010, New York - April 2011, Copenhagen - May 2011)

  5. Short term work plan • Finalising draft chapters for global consultation • Summarising and incorporating comments from global consultation • Engagement with experts in each field • Development of integrated dataset • Finalisation of single volume for central framework (Chapters 1 – 6)

  6. Technical Issues for Noting • Definition of environmental assets • Finalisation of land classifications • Treatment of emission permits (link to ISWGNA process) • Scope of environmental activities – treatment of resource use • Measurement of depletion for renewable resources (timber, fish) • Treatment of residuals including definition of waste

  7. Forward Work Plan • Drafting of chapters: End June 2011 • Global consultation on chapters: End Aug 2011 • LG meeting incl Editorial Board meeting: mid Sept 2011 • Draft complete volume: End Sept 2011 • Global consultation Central framework: Oct – Nov 2011 • Final draft Central framework: Dec 2011 • UNSC approval of Central framework: Feb 2012
