  2. Can mechanisms be transferred? • My answer is Yes. • The transfer of quality control mechanisms is not just an option, it is a must. • Globalization makes it hard to limit the quality concerns to a national scope.

  3. Why can mechanisms be transferred? • Countries are having common problems of public administration, and they face transnational issues. • The survival competition and the pursuit for excellence. • Actual mechanism transfer has happened in many aspects and ways.

  4. Potential barriers to mechanism transfer • The contextual conflicts. • The one-sidedness in mechanism transfer. • The linguistic and cultural problems.

  5. Suggestions for professional organizations like NASPAA • Facilitate international exchange and cooperation between MPA programs. • Further support to the development of regional professional organizations that are devoted to quality control. • Research how to establish an open, flexible, multiple, and adaptive quality control system at the global level. • Start some pilot test.
