INTRODUCTION The PCCOWG focuses on contingency contracting issues which are of mutual interest to the subordinate unified commands, service components, sub components and contracting activities within the theater of operation of the U. S. Pacific Command. In addition, the Working Group ensures improvement to Joint & Inter-Service contracting coordination. The Working Group will meet approximately once quarterly to identify, discuss, develop and implement solutions related to contingency contracting issues. The PCCOWG is open to representatives from PACOM’s subordinate unified commands: United States Forces Korea, United States Forces Japan, Alaska Command and Special Operations Command, Pacific, as well as service components and sub components from; Pacific Air Forces, United States Army, Pacific, Marine Forces, Pacific and Pacific Fleet. In addition, all members from contracting activities in theater such as Army Contracting Agency, Defense Energy Supply Center, Army Corp of Engineering, Navy Regional Contracting Center, Kenney Headquarters and the Defense Contract Management Agency are eligible members. PURPOSE To ensure contingency contracting policy and procedures are in place in the PACOM theater of operation for; but not limited to; Major Regional Conflicts, Exercises, Military Operations Other Than War, Humanitarian Relief, Disaster Recovery and Noncombatant Evacuation Operations. KEY FOCUS AREAS FOR FY06 The PCCOWG will: (a) Develop and populate a database of suppliers in theater. (b) Develop a listing of current contracting billets/personnel. (c) Identify a contracting office of primary responsibility for each countries/regions in the PACOM AOR. This listing will not interfere with OPLANS/CONPLANS (d) Update PACOM Instruction 4230.1, Contingency Contracting. (e) Identify and promote the use of contracting best practices in the AOR.
