  2. Mission Statement Drive an Open Internet-based architecture that: enables seamless integration of mobile telephony and IP-based Services (voice, data, video, web, etc.) for the mobile wireless networks and is independent of the Air Interface

Problem Statement • Cost of wireless infrastructure • Not aligned with IP infrastructure and its cost curves • Lack of support for fast creation / deployment of innovative services (Time to Market) • Standards delaying Wireless Internet adoption • No singular, unified approach across standard bodies / access technologies • Limited alignment with Internet & related services • Reduced operator / service provider revenues due to delay in Wireless Internet adoption • Current proposed architectures do not: • allow services to be globally seamless • enable services that are rich enough or sufficiently varied for end users • allow operators / service providers to create & deploy services quickly and independently

The Mobile Wireless Internet Forum will:- be Opento all operators, service providers and suppliers who have a desire to produce a global, common vision for an Internet-based mobile wireless network and related service capabilities- Act as a driver that is complementary to the existing standards working groups and will provide a common voice of global operators- Ensure that key regional and global standards groups address requirements that global operators see critical to early and economic deployment of IP-based mobile wireless network- will be mobile technology neutral and not biased towards any particular standards

Network Architecture Goals • Harmonization across access technologies by promoting common IP Core architecture • Extends from Wireline, DSL, Cable, etc. to Wireless (Fixed & Mobile) • Independent of radio technology • Open all pertinent Interfaces* (including RAN internal interfaces) • IP (Packet) from BTS/Node-B (possibly VoIP from handset) • Extend multi-vendor IP transport to the BTS • Common operation of services and applications • Regardless of access technology (or air interface - both 2G and 3G) • Independent of home / roaming network • Distributed, peer-to-peer architecture for scalability • Intelligence distributed in the network and end points • Separation of bearer and signaling reduces network congestion • IP standard interfaces to Billing & Customer Care * those that are of interest to the operators & service providers (for supplier choice and flexibility)

Network Architecture Goals cont... • Global alignment • Minimize impact of regional/country differences in key interfaces • Globally accessible services • Interoperability with 2G & 3G Networks • Unified architecture across technologies (GSM, CDMA, etc.) • Inter-technology Mobility Management (separate Mobility Management function) • Performance, Quality, Reliability • End-to-end QoS mechanism • QoS mechanisms for wireless and wireline convergence

MWIF & Current Standards Groups • The Mobile Wireless Internet Forum will highlight and address gaps in current standards work and Enable operators to create momentum: • by accelerating work on key IP-based standards that will enable early implementation of IP Mobile Wireless network (submit contributions to appropriate standards bodies) • by reviewing 3GPP, 3GPP2 and ITU work, and where appropriate provide contributions that are targeted at acceleration and alignment of standards activities (including 2G) • by creating liaison functions between MWIF and all key standards working groups and forums (including IETF/ITU, T1P1, CDG, 3GPP, 3GPP2, GSM Association, UMTS Forum, JIMM, etc.) to communicate the common voice of the global set of operators

MWIF Deliverables • Expected Deliverables • Finalized Reference Architecture - Feb/Mar 2000 • Finalized Interface / Functional definitions - 2Q, 2000 • Submissions to Standards Bodies to begin 1Q/2Q, 2000* Deliverables will Address: • Architecture gap analysis with respect to other standards’ work • Extension of IP to BTS - Maximize number of IP based elements and interfaces • Inter-technology mobility management * MWIF will keep the different standards bodies’ target dates in mind for submissions
