Ideas Specific Programme and ERC • European Research Council – a new autonomous institution • independent scientific governance (Scientific Council) • implementation structure (Executive Agency) • European Union provides financing through the EU framework programmes • Complementary to other FP7 support to research (bottom-up vs targeted research)

Strategic aim of the ERC Boost European excellence in FRONTIER RESEARCH • By investing in the best researchers and ideas • Through competition at European level • On the basis of excellence as the sole criterion • Raising incentives towards quality and aspirations of individual researchers • Providing benchmarks and leverage towards broader (structural) improvements in European research

ERC grants Support for individual teams, investigator-driven, bottom-up, covers all fields of science and scholarship • The ERC Starting Independent Researcher Grant (ERC Starting Grants) To provide support to the independent careers of excellent researchers, who are at the stage of establishing and leading their first research team or programme. • The ERC Advanced Investigator Grants (ERC Advanced Grants) To encourage and support excellent, innovative investigator-initiated research projects by leading advanced investigators.

Size of the ERC Grants • The ERC Starting Independent Researcher Grant • € 100,000 - € 400,000 per year for up to five years • ~250 Starting Grants per year • covers 100% of the total eligible and approved direct costs • PLUS 20% flat rate contribution towards indirect costs • ~ 1400+ Starting Grants over 7 years of FP7 • The ERC Advanced Investigator Grants • € 100,000 – 500,000 per year for up to five years • ~200 Advanced Grants per year • ~ 1200 Starting Grants over 7 years of FP7

  8. First calls • First call for proposals: 22 December, 2006 covers only ERC Starting Grants • Second call for proposals: late 2007, covers only ERC Advanced Grants From 2008 onwards both ERC Sarting Grants and ETC Advanced Grants will be the subject of annual calls.

Eligibility criteria Applications may be made in any field of research Principle Investigator • any nationality • research set up in European Union Member State or any Associated Country • first PhD more than 2 and less than 9 years prior to the deadline of the call for proposals Team members • any nationality and established in any country • no need to build international consortiums

Submission procedure • Pre-registration is required (automatically when electronic submission system EPSS is requested) • Two-stage application procedure • CV and self-evaluation of PI’s research achievements + funding ID • description of scientific and technical aspects of the project • description of the scientific environment and resources • Limits • stage 1: 8 pages total (3+4+1) • stage 2: 16 pages total (4+10+2)

Evaluation criteria Excellence is the sole criterion of evaluation • Principal investigator: potential to perform world class research (scale 0 - 5) • Quality of the proposed research project (scale 0 – 5) • Research environment (only during stage 2 evaluation, pass/fail) Overall quality threshold of 8/10 will be used to establish the ”retained list”, those will be ranked in order of priority for funding.

Evaluation criteria (I) Principal investigator: Potential to perform world class research • Quality of research output • has the PI published in high quality peer reviewed journals • to what extent are these publications ground-breaking and demonstrative of independent thinking and capacity to go significantly beyond the state-of-the-art? • Intellectual capacity and creativity • to what extent does the PI’s record of research, collaborations and supervision of students demonstrate that he/she is able to confront major challenges in the field, and to initiate new productive lines of thinking?

Evaluation criteria (II) Quality of the research proposal • Ground-breaking nature of the research • does the proposed research address important challenges • does it have suitably ambitious objectives that go substantially beyond the current state-of-the-art? • Potential impact • does the research open new and important scientific, technological or scholarly horizons? • Methodology • stage 1: is the outlined scientific approach feasible? • stage 2: is the proposed research methodology comprehensive and appropriate for the project?

  16. Evaluation criteria (III) Research environment • Transition to independence • will the proposed project enable the PI to make the transition to independence? • Host institution • does the institution hosting the project have most of the necessary infrastructure? • Is it in a position to provide an appropriate intellectual environment and infrastructural support? • Participation of other legal entities • if other legal entities participate, is their participation fully justified by the scientific added value?
