  1. Energy Efficiency Consultation WorkshopInternational Experience in Energy EfficiencyAugust 28 2006, Bangkok, THAILANDbyVincent DavidEconoler International

  2. Objective of this Presentation • EE measurement • USA and the Energy Intensity ratio • CANADA and ITS custom made index • EE Policy Experiences • IRELAND • European union

  3. Primary Energy Intensity by World Region

  4. CANADA Secondary Energy Use 1990–2003

  5. Impact of Activity, Weather, Structure, Service Level and Energy Efficiency on Energy Use, 1990–2003 (petajoules)

  6. Canada: The OEE Energy Efficiency Index, 1990–2003 (index 1990 = 1.0)

  7. Canada: Changes in Energy Intensity and the Energy Efficiency Effect, 1990–2003 (index 1990 = 1.0)

  8. Canada EE Database Centre for Data and Analysis in Transportation (CDAT) Canadian Industrial Energy End-Use Data and Analysis Centre (CIEEDAC) Canadian Building Energy End-Use Data and Analysis Centre (CBEEDAC)

  9. EE Policies and Programs • IRELAND • EUROPEAN UNION

  10. World Energy Intensity -- Total Primary Energy Consumption per Dollar of GDP

  11. IRELAND • LIEN = Network of Energy Managers • Energy Agreements • Energy Map • Building Directive

  12. IRELAND • The Large Industry Energy Network (LIEN) is a voluntary networking initiative of companies • committed to reducing their energy intensity on an individual basis, • and who recognise the benefits that can flow from collaborating with like-minded organisations on innovations and best practices in energy management.

  13. IRELAND • 1995: Inception of the LIEN Program • 2002 : 80 COMPANIES ARE MEMBERS • 40% of the energy use in the Industry Sector • 9,4% of Country’s total primary energy requirement • Conditions to access the LIEN • All members are high-energy users • They have a structured approach to energy auditing and management (energy specialists) • Annual statement of energy accounts produced

  14. IRELAND SEI CONTRIBUTION: MONITORING AND REPORT • EPI INDEX (Energy Performance Indicator Index) • Relate energy use to activity on a confidential manner (index) • EPI = Total energy use/Total output x F x 100 F = total output/total energy use • ANNUAL REPORT • Results • Target • WORKSHOPS THROUGH LIEN MEMBERS • AWARDS AND RECOGNITION

  15. EPI – THERMO KING EUROPE • outsourcing of sheet metal fabrication, • compressor with a machine equipped with variable-speed drive. • intelligent lighting • automatic steam valves in the plant heating system.

  16. IRELAND • IT CONTRIBUTES TO 3 PRINCIPAL NATIONAL ENERGY POLICY OBJECTIVES • SECURITY OF SUPPLY (EMBEDDED GENERATION PROJECTS) • POSITIVE ENVIRONMENTAL IMPACT • IMPROVE INDIVIDUAL COMPETITIVENESS • COMPANIES GET BENEFITS FROM ENERGY SAVINGS AND IMPROVED CORPORATE IMAGE IN THE PUBLIC BENEFITS OF THE PROGRAM

  17. ANY QUESTION ?

  18. EU Energy Efficiency: Action Plan • BACKGROUND: Kyoto + supply security • IMPLEMENTATION • measures to integrate energy efficiency into other EU policies • initiatives to strengthen and extend existing policies • new policies and measures

  19. EU Energy Efficiency: Action Plan • Category 1: Measures to integrate energy efficiency into other EU policies • Transport • Modern enterprise policy • Regional and urban policy • Research and Development • Taxation and tariff policy • International co-operation and pre-accession activities

  20. EU Energy Efficiency: Action Plan • Category 2: Measures to strengthen and expand existing measures • Transport • Household appliances, commercial and other equipment • Industry (including electricity and gas companies) • Buildings Horizontal Measures

  21. EU Energy Efficiency: Action Plan • Category 3: New Policies and Measures • The promotion of energy efficiency in public procurement • Energy audits in industry and the tertiary sector • Best Practice

  22. Thailand

  24. Agriculture 6% Resident & Commercial 21% Industry 36% Transport 37% Thailand - Energy Consumption by Economic Sector

  25. Thailand – DSM Potential

  26. Implementation Process • Approach • Identify key barriers • Define major consuming sectors • Identify EC opportunities • Map sectors/opportunities against barriers • Develop strategies to address barriers • Design programs IIEC

  27. Implementation Process • Philosophy • Maximum collaboration with other state agencies • Leveraging the private sector for implementation • Building capacity • Phasing program implementation • Stimulating sustainable markets IIEC
