Ebou Sarr, 47, faced legal scrutiny for running secret shelters in NYC. Two properties, a Queens furniture store, and a Bronx cell phone shop, housed migrants in hazardous conditions. Videos inside reveal cramped bunk beds and narrow aisles.<br><br>Sarr's legal troubles didn't stop there. Court documents show a prior arrest in January for operating a third shelter in an abandoned Bronx library. Despite community pushback, Sarr insists on using the library for migrant sheltering.
