  3. Bystanders Research indicates that 88 percent of bullying incidents (excluding cyberbullying) are witnessed by others. A small percentage of the witnesses may include a bully’s “henchmen,” the clique of friends or followers who tag along with or help the bully. Most witnesses, however, are bystanders. They include peers, teaching staff, or other adults such as parents. Research also shows that when bystanders intervene in an appropriate way, more than half of the bullying situations immediately stop. Unfortunately, bystanders rarely step up and get involved. There are many reasons why bystanders choose to ignore or stay out of bullying situations.

  4. Active v. Passive • Active Bystander • Someone who witnesses an incident, assesses the situation, evaluates response options, and acts • Passive Bystander • Someone who witnesses an incident and chooses not to act

  5. Why Do People Act Passively? • Everyone will get a study • Regroup so each group member has a different study • Share each study and create 2 lists: • Reasons people do not intervene • Reasons why people do intervene

  6. Let’s Debate! You will have an assignment that requires you to have knowledge and provide examples from the other debates – Take Notes! • People who could assist another in a serious or imminent situation, such as a robbery or assault, but instead act as passive bystanders should be held criminally liable • People who witness bullying or cyber bullying that results in the injury or death of another should be held criminally liable • States should be required to assist in cases of genocide or government abuse of the population • As an active bystander, someone should not be liable if their assistance directly or indirectly results in the injury or death of the assailant • 4 people to each debate/2 per side • See Indiana Law Review: Justification for State Bystander Intervention Statutes

  8. Homework • Write a 2 page response to one debate topic –cannot be your debate topic - state your opinion clearly and support it with 3 pieces of evidence from the debate you selected
