Task Force on Public Safety TIMELINES • Receive a report submitted October 1, 2014 • Evaluate the Department of Corrections report on cost savings; • Submit Report to the Legislature and Governor no later than October 1, 2016 • Review the implementation of HB 3194; • Choose a Cost Benefit Tool with CJC; • Consider the policy implications of establishing an earned conditional release for juvenile offenders; • The Committee expires the date of the convening of the 2017 regular session of the Legislative Assembly.

  3. The Subgroup Model • The Task Force members will Chair the subgroups: • Determine membership • Set meeting schedule • CJC will staff where needed • Report back to the entire Task Force quarterly on progress and implementation • Technical assistance provided by Vera as needed

Earned Review • Requirements to be considered for Earned Review: • Tour facilities / speak with OYA professionals • Offender education track (GED, Degree, Certification) • Complete Treatment • Ensure restoration to victim occurs / Accountability connection • Big brother / mentor program • Age of eligibility for review

  12. 2. Reports / Courts • Follow up reports / review: • Psychological evaluation • OYA recommendations • Court review • District attorney review / involvement • Victim notification • Defense attorney involvement

Data • Big look at M-11 offenders at OYA / pre-OYA offenders • How does each county handle youth offenders? • Is there over representation of demographics? • Who is getting arrested? • What happens in the court room? • Who gets indicted? • Who gets convicted? • What are the practices of DA’s surrounding second look? • DMC analysis
