Distance Learning/Telemedicine Grant Program Available Funding FY 2010: $30.255 million • Application deadline is May 18, 2010 • $50,000 Minimum • $500,000 Maximum • Matching Funds: Minimum 15% • Competitive Awards based on scoring For more information visit our web site: http://www.usda.gov/rus/telecom/dlt/dlt.htm

  3. DLT Grant Applicant Eligibility • Applicants must propose to deliver distance learning or telemedicine services primarily to rural Americans at publically accessible facilities. • Applicants can’t be an individuals and end-user sites cannot be private or exclusionary.

  4. Telemedicine Examples • Teleradiology equipment to bring imaging capability to rural patients • Remote monitoring capability for home patients • Remote diagnostic and monitoring capability in ambulances • Mobile or remote access capability to existing Electronic Medical Records Systems. ***EMRS are only partially fundable***

DLT Grant Program: Eligible Purposes • Computer hardware/software • Videoconferencing Equipment • Audio and Video Equipment • Computer network components • Inside Wiring & routers • Manufactures 3-year warranties • Medical Equipment for Telemedicine Use • Off-the-shelf Instructional Programming • Technical assistance and instruction for using equipment (limited to 10% of grant request and to proposed match)

  7. DLT Grant Program: Ineligible Purposes • Salaries • Administrative Expenses • Recurring Expenses • Telecom transmission facilities • Grant Application fees • Site development/alteration • Fees for coursework/virtual trips • Land, buildings or building construction • Medical equipment not used primarily for telemedicine • Any costs incurred prior to application complete date

  10. DLT Grant: Subjective Scoring Criteria • Additional NSLP 10 • Need for Services and project Benefits 45 • Innovativeness 15 • Cost Effectiveness 35 • Maximum Possible Score is 215

  11. DLT Grant: Rurality This measures how rural a project service area is. An application must earn a minimum score of 20 points in this category based on data from the 2000 Census. (45 Points)

  12. DLT Grant: Rurality Exceptionally Rural (< 5,000) = 45 Rural Area (5,001 – 10,000) = 30 Mid-Rural (10,001 – 20,000) = 15 Urban Area (20,000+) = 0

  13. DLT Grant: NSLP General economic need of the project service area is measured by statistics from the National School Lunch Program (NSLP). (35 Points)

  14. DLT Grant: Rurality NSLP < 25% = 0 25% < =NSLP < 50% = 15 50 % < = NSLP < 75% = 25 75% <= NSLP = 35

  15. DLT Grant: Additional NSLP An applicant with an NSLP eligibility below 50% may request additional points based on a well-documented demonstration that the NSLP percentage is not an accurate indicator of the economic need of the area. (10 Points)

  16. DLT Grant: Champion Community This criterion awards points to projects with a site located in a USDA Champion Community. www.ezec.gov/Communit/champions.html (5 Points)

  17. DLT Grant: Matching Funds The DLT grant program requires a minimum match of 15%. Higher matches may receive additional points. (35 Points)

  18. DLT Grant: Matching points 15% < Match < = 30% = 0 30% < Match < = 50% = 15 50 % < Match < =75% = 25 75% <= Match <= 100% = 30 Match > 100% = 35

  19. DLT Grant: Needs and Benefits This criterion measures the specific needs of the community and how the proposed project will meet those needs, not the generalized needs captured by the NSLP score. (45 Points)

  20. DLT Grant: Innovativeness This criterion assesses how the objectives of the proposed project are met in new and creative ways. (15 Points)

  21. DLT Grant: Cost Effectiveness Evaluates the efficiency of the proposed project’s delivery educational and medical benefits to beneficiaries. (35 Points)
