  6. Mercantilism—Jean Colbert • Defined wealth as gold and silver • Believed that wealth was limited • Implemented policies to increase exports and decrease imports. 1. Gave monopolies to national merchants 2. Increased domestic manufacturing 3. Increased tariffs 4. Restricted trade in colonies with only the mother country.

John Locke’s Two Treatises on Government • Rulers govern only with the consent of the governed. • Rulers may only raise taxes through consent of the people, expressed through representation in the legislature. • The purpose of government is to protect the natural rights of citizens. • Citizens have the right to life, liberty and property. • Citizens may replace rulers who fail to protect natural rights.
