  1. Geographic Cluster Workshop – Pakistan Hindukush Programme (KPK-FATA) – Oct. 30th & 31st, 2013 “Improving Food Security and Strengthening of Community Based DRR Project” Chail Valley, Swat Presented by: Khursheed Ahmed, SDC

  2. AVAILABILITY FOOD SECURITY ACCESS UTILIZATION Three Dimensions of Food Security

  3. Problem is Affordability & Utilization • About 40% rural poor households do not have the capacity to afford to buy sufficient food (Planning Commission). • The number of hungry people is on continuous rise especially in marginalized districts where majority of the poor live below the poverty line (varies from 50 – 70%).

  4. AVAILABILITY FOOD SECURITY ACCESS UTILIZATION Disasters Affect all Dimensions of Food Security Disasters • There is substantial evidence now that extreme climatic events/climatic shocks (floods/droughts/diseases etc.) have increased all over the world and in Pakistan.

  5. Chail Valley - Before & After Flood 2010 Before Before After After

  6. Causes of Flood 2010 Climatic Change Shift of monsoon from North Eastern to North Western mountains Man-made Unsustainable land and water management practices Hydrological Increased flow of water, high silt/ debris over fragile mountains Flash floods upstream High water flow in rivers Widespread floods from North to South Pakistan

  7. Pilot CfW-DRR Project • Objective: Reduce the food insecurity and livelihood vulnerabilities of the flood affected households in the valley through “Cash for Work” activities in the context of DRR. • Addressing short term food security (WFP-CFW) • Ensuring quality of DRR structures and measures for longer term protection of livelihood assets (SDC). • Capacity building and awareness on DRR • Duration: 6 months • Budget: $660,000 (WFP & SDC) • Beneficiaries: • Direct:18,500 (2,680 HH) • Total in Valley: 30,500 (4,342 HH)

  8. Dynamics of Disaster Risks & the Project Concept Disaster Risk Hazard Vulnerability = X Lack of Capacity Exposure “Improving Food Security and Strengthening of Community Based DRR Project” Chail Valley, Swat • Mitigation measures • Structural • Bio-engineering • Awareness (include women) • Food Security • Enhanced income (CfW), • - Multipurpose Plantations Capacity building (CBDRM)

  9. Logic of Intervention Logic of Interventions • Upstream treatment (Gully plugging) – the main source of flash flood water • Slope stabilization, especially where livelihood assets are at threat Reinforcing through bio-engineering • Treating the main river/streams at critical points

  24. 2nd (Current) Phase: Objective: To enhance the resilience of the local community to floods related disasters in the Chail Valley in Swat District through investment in disaster reduction and management. Outcomes: • The target communities have improved food security and resilience. • The target communities have enhanced capacity in DRM. • ADMC strengthened and functioning to support local stakeholders in DRM Outputs: • Food needs of 14’000 people are met through WFP CfW • The target communities have constructed DRR structures (650,000cft ) and reinforced through bio-engineering (50,000 plants) • The target communities have necessary skills to respond to disasters and initiate DRR practices on self-help basis • The ADMC local experts have strengthen their capacity, have consolidated linkages with institutional stakeholders and improved skills for delivering expert services in the District and Province Duration: 1 Year Beneficiaries: 2,000 HHs (16,000 people) Budget: PRS. 76,700,000 (WFP 58% & SDC 42%) Focus: Consolidation work, replication in other sub-valleys, strengthening disaster preparedness capacities through CBDRM, School safety programme, Involvement of govt. Departments) After Before Before After

  25. Integration of DRR in WASH of UNICEF UNICEF and SDC have agreed for specific program collaboration in WASH sector where SDC will support UNICEF to systematically integrate DRR in WASH sector. After Before Before After
