  6. KPS Phase One • Top priority - link Greenwich and Port Williams. It is a: • Basic community need 2) Highly visible municipal initiative 3) Keystone for other trails

  7. Greenwich to Port Williams • Across dykelands/ Cornwallis River • 1.2 km from railway to bridge • 150m span over Cornwallis River • 30m right-of-way owned by D.O.T. • Several adjacent landowners are part of the Bishop-Beckwith Marsh Body

  8. The Proposal • KPS presents the optimal design with cost projections (CBCL report) • Municipality partners with province to build a multi-use trail on the existing DOT property • KPS raises capital for construction • Municipality maintains the trail

  9. The Design Engineering report by CBCL Ltd. included: • Maps • Proposed course of trail/ bridge • Elevations • Costs • (typical costs for other trails)

  14. Phase One Trail Costs: Option 1: level with highway: $248,000 Option 2: below highway: $136,000 Bridge Costs: $588,000

  15. Financing Structure • ACOA Innovative Communities Fund (up to 70%) • HRSDC (formerly HRDC) supports up to 20% • Municipality and Private Donations would contribute 10% * Structure allows for ongoing trail development in subsequent years.

  16. Return on Investment Quebec showed 1.51:1 on trail investment. Assuming only 10% of investment costs, Kings could have a 15:1 return

  17. Logistics • All roadside construction can be done without interrupting road traffic • Cooperation of Marsh Body and landowners is important • Ultimate roadside design will take advantage of existing contours to minimize cost

  18. The Municipality of Kings County Role • Support the Vision • Partner with NS DOT • Partner with Funding Agencies • Planning Support • Investment 10% of costs (up to $80,000)
