  2. Public transport operators from Bucharest 1. R.A.T.B.– the main operator – under authority of the City Council – buses, trolleys and trams 2. METROREX – the underground operator - under authority of the Ministry of Transportation 3. Private operators – over 20 companies - minibuses operator (10 – 17 seats/vehicle) - licence for operating issued by the Municipality’sTransport Department

  3. Organising authority Bucharest Municipality • The City Council (Art. 7, Law 284/August, 2001) • The Transport and Traffic Safety Department There is a proposal for creating a Regional Transport Authority

  4. Right of initiative to create public transport services • Based on the urban plans and the socio-economical development programs of the localities (city), the local councils set the modernising and operating strategy along mid and long term for local public transport (Art. 5, Law 284/August, 2001) • Considering the request of the private operators in order to cover the market demands, the City Council approved the setting up of the supplementary private transport services

  5. Level of regulation on the market • The City Council has the right to approve each operating license (Law 828/2003) • The fare levels of public transport operators are approved also by the National Concurrence Authority

  6. Share of responsibilities • City Council approves and establishes performance indicators • City Council together with the National Concurrence Authority approve the fares level and ticketing policies • City Council, Municipality’s Transport Department and Bucharest Transport Commission are responsible with network management (stations, inter-modal points, etc.) • each operator is responsible for quality management of his service • each operator manages his information and promotion policies • each operator is responsible with personnel and employment conditions The share of responsibilities is contractually established

  7. Changes and future plans • A study was carried out in order to create a Local Transport Authority which will regulate and coordinate the Bucharest regional transport at the Governmental level

  8. Planning environment Bucharest Transport Masterplan was issued in 1999. • Closing the Inner Ring Road and complete a circular transport system, consisting of road and tram lines 2. Bottle Neck Points improvement - to facilitate the passengers’ transfers convenience between transport modes - to facilitate surface traffic flows at the intersections 3. Reorganising the Public Transport Network in accordance with the new transport demand

  9. Planning environment 4. Fare System Improvement - Making transfer between public transport modes convenient - Increase the public transport use 5. Parking System Development along Inner Ring Road • Restricting on-street parking in the central are in order to reduce the vehicle inflow to the central area 6. Creating a new attraction areas outside the city centre in order to decrease the traffic flow
