Order 1000 Background • FERC Order 1000 references to consideration of public policy requirements • ¶ 207 Transmission providers must develop procedures • ¶ 208 Local and regional flexibility in procedures • ¶ 209 Stakeholder input in procedures • Compliance filing needs to include a process for identifying and considering public policies and their impact on transmission needs • Part of stakeholder process • Information to stakeholders • Annual RSP ten-year forecast 2

Proposal for Attachment K • Include definition of Public Policy • Public Policy Requirements shall refer to policies pursued by state or federal entities, where such policies are reflected in enacted statutes or regulations, including but not limited to, state renewable portfolio standards, energy efficiency programs, and requirements under Environmental Protection Agency regulations. • Reference Public Policy analysis in relevant sections of Attach K • ISO or any stakeholder may propose a public policy requirement

Synapse edits to Attachment K • Definition added at start of document • Six references prior to Section 4.A. • Sec. 2.2 PAC provides input and comment on PP assumptions • Sec. 3.2 RSP Baseline will include PP requirements • Sec. 3.4 RSP principles include PP requirements • Sec. 3.6.c updating RSP project list will include consideration of changes to public policy requirements • Sec. 4.1.a.iii triggers for needs assessments may include PP requirements • Sec. 4.1.f PAC input on planning considerations
