  1. GSA/MT Asset Management Initiative Working Title: HAMI (Holistic Asset Management Initiative)

Utilization and Donation (U&D) StudyOGP Lead Recommendations • Fourteen U&D Study recommendations, of which OGP has lead on six (eight non-OGP lead recommendations in various stages of implementation). The six OGP-lead recommendations include stakeholders and implementation entities other than OGP • Most comprehensive recommendation, termed HAMI (Holistic Asset Management Initiative), is conduct of comprehensive Government-wide asset management study on accomplishing Federal agency uniformity in capture of asset lifecycle data (e.g., acquisition, description, valuation, location, use, maintenance, disposition, condition), to allow interface to GSAXcess • Project plan for each OGP-lead recommendation is being developed, which indicates: • Outcome • Measure • Implementation Steps • Project co-chairs: Gary Thompson (MTP) and Myles Schulberg (MTV) • Project team: MTP Staff, MTL Staff, DOE/Helene Mattiello, NASA/Glenda Patrick, Other agency and GSA associates • Each recommendation to be assigned an “owner” (one or more project team members) to staff recommendation through to implementation

  3. Mission To optimize the way the Federal Government acquires, manages, operates and disposes of all personal property assets through Federally integrated asset management standards and policies. Background It is apparent that efforts to improve federal property management have made some improvements over time, but these efforts are typically focused on one or two aspects of the property management spectrum, not on the entire life-cycle of management from procurement planning through final asset disposal. (including record/funds disposition as appropriate).

Objectives • Directly integrate the utilization process into the acquisition process to promote procurement avoidance. • Develop data and business process standards that will facilitate the free flow of information within and outside the Federal Government. • Minimize and/or simplify the amount of paper work, redundant processes, and data entry required as assets move within the asset management lifecycle. • Build transparency and visibility in all stages of the asset management lifecycle. • Build and maintain a complete cradle-to-grave reporting environment for all assets that are acquired. • Offer policies, regulations, and guidelines that will promote and enforce efficient and effective personal property management.

  5. Activity Completion Notes Acceptance of U&D report and recommendations and assignment to OGP/MT. April 1, 2004 Acceptance by OMB and GSA Implementation plans completed for U&D report “incremental enhancement” recommendations” May 1, 2004 If plans approved, action on each recommendation would start within the suggest time frame (0-3 months/3-6 months/6-12 months) HAMI effort begun May 15, 2004 HAMI interim report September 1, 2004 HAMI final report May 1, 2005 (tent.)
