  8. The UIP's wishes The GCU must be completed on a European Level by: • Definition of the Keeper • Accreditation of the Keeper • Cross acceptance • Transition Guide • Accreditation of Workshops

The UIP's wishes Definition of the Keeper Objectif Definition and recognition of the responsibility of the keeper in European Legislation 500 rail freight companies (RUs and P-wagons) with 641.000 freight wagons have approved the responsibility of the keeper for maintenance according to European rules (Art. 7 GCU) Therefore: Corresponding to the will of the industry, responsibility of the “Keeper” must be recognized and keeper definition integrated into European legislation - amendment by the Safety directive

The UIP's wishes Accreditation of the Keeper • Define the Keeper’s responsibilities towards the RUs • Meet the GCU requirements • Complete the GCU with regard to the party responsible for maintenance Objectives • The Keeper must give the user RU : • The guarantee that the wagon it incorporates in its trains complies with the rules in force • All necessary information relating to operation, wagon capacities and maintenance status

The UIP's wishes Accreditation of the Keeper Keeper’s Safety Maintenance System has to be subject to accreditation by an NSA independent from any RU Safety Maintenance System • A maintenance policy • A maintenance plan • Safety performance monitoring Mandatory accreditation, either direct or subcontracted
