Appraisal of FC supported Programmes:HIV/AIDS relevant issues Key questions of appraisal are: • What impacts does the funded project have on the spread, the progression and the consequences of the disease? • What impacts does HIV/AIDS have on the implementation and the sustainability of the supported project? • What measures can be reasonably implemented with justifiable expenditure and effort to mitigate negative or reinforce positive impacts?  identification of reasonable approaches through use of various instruments within GDC

The Rural Transport for Poverty Reduction Project (RTPR) Project Objective: sustainable use of pro-poor growth relevant roads by avoiding strong regional inequalities within the Southern Province. Project components: Poverty reduction through improved access of the rural poor to markets and services, Sustaining access through effective, efficient and transparent maintenance as well as contractor development, Enhancing the Poverty Reduction Impact of the Programme through labour based execution of construction and maintenance works, 9

  10. Approach adopted to Mainstream HIV in the RTPR Project. HIV/AIDS clause in contracts Analysis of the implementation of HIV clause in roads construction in Zambia Based on the findings HIV/AIDS clause in contractors contracts were formulated in consultation with all relevant stakeholders (GIZ / AWiSA , Consultant and RDA) TA for the AWiSA has been appointed to be the GDC FP for the RTPR and is monitoring and supporting the contractors to implement the clause. GDC FP attends the GDC MS HIV country team meetings In this way, KfW contractors benefit from existing expertise in the GDC MS HIV country team regarding the implementation of the clause The consultant on the project liaises with the GDC FP with regard to reimbursement of expenses on HIV mainstreaming activities by the contractors 10

  11. Rural Transport for Poverty Reduction – Southern Province Approach is following the HIV and AIDS Policy for the Transport Sector in Zambia that has been launched in 2010 and project is part of the operational plan of the Ministry of Transport, Works, Supply and Communication Zambia.

Rural Transport for Poverty Reduction – Southern Province Activities before the start of the road rehabilitation: • Sensitization meetings with the management of the implementing contractors, local authorities on the country level and district level and other relevant stakeholders in the road sectors as well as community leaders (chief, headmen) • Formative Evaluation through Drama of Life • Identification and assessment of service providers in the region that can support the contractors in the implementation of the clause

Rural Transport for Poverty Reduction – Southern Province Activities after the start of the road rehabilitation : (for employees and community) The HIV clause is based on the concept of a workplace programme • Training of Focal Persons from contracting companies following the AWiSA approach • Training of Peer Educators from contracting companies, councils and communities • Conduction of baseline surveys: Focus Group Discussions and KAP survey by GIZ PO • Conduction of VCT Activity Days • Regular Health Talks for employees and community by the Peer Educators

  14. Rural Transport for Poverty Reduction – Southern Province Activities cont. • Conduction of the Join in Circuit (JIC) • Training of community volunteers • Distribution of IEC materials • Condom distribution • Collaboration with press and media

Rural Transport for Poverty Reduction – Southern Province Monitoring and Evaluation • Design of Activity report format that has to be submitted every month, Training of the contractors on how to use it • Monthly visits and coaching of the trained FP and PE by GDC FP • Progress Evaluation: Roundtable meeting for PE’s and FP’s based on the Reflect Approach  What are the successes? What are the challenges? What is the way forward? • Stakeholder Meeting to inform and reflect about implementation of the clause with Ministries, RDA Consultant, contractor, District AIDS Task Force and to enforce a stronger commitment • Identification of a Monitoring system that easily can be handled by the local authorities and will be embedded in the National Structures

Rural Transport for Poverty Reduction – Southern Province Positive developments about the approach adopted The attachment of the GDC FP to the project has made the enforcement and compliance by contractors of contractual clauses on HIV easier Contractors on the project have benefited a lot from the Expertise of the GDC FP and the GDC HIV MS country team Monitoring and evaluations systems being designed will feed into the national reporting structures Contractors on the project have been linked to local service providers 16
