  1. A)Bank Negara • Ensure SMEs have adequate access to financing • Introduction of micro-financing arrangements through commercial banks, credit co-operatives and development financial institutions

Microfinance products offered by the financial institutions will have the following key features: • small loan size ranging from RM500 to RM50,000; • flexible loan tenure ranging from 1 month to 5 years; • fast loan approvals that range between 5 to 11 working days; and • incentives to encourage good repayment practices by borrowers.

  3. set up advisory services, such as Bank Negara Malaysia Laman Informasi Nasihat dan Khidmat (BNM LINK) and its call centre (BNM TELELlNK) • assumes a key role as the Secretariat to the National SME Development Council, which was established in 2004. • responsible in ensuring each year that a comprehensive programme for SME development is devised, co-ordinated and effectively implemented.

Started its new function on October 3, 2005 As a development financial institution to nurture and meet the unique needs of small and medium enterprises (SMEs). Primary role is to contribute towards the growth of more entrepreneurial community in Malaysia. As a financial centre responding to the funding and business growth needs of Malaysian SMEs. SME Bank offer different categories of services and some special programs in aiding the start-up of entrepreneurs.

Services Offered To support our SME customers through the major phases of their business evolution, the SME Bank offer the following category of services. • Advisory Services: The SME Bank has been created primarily to prioritize and design service responses to address identified gaps in SME capabilities and resources, developing fact-based analysis and road maps for strategic business development and investment. Depending on the needs of the SME and the phase of your business growth, advisory services would include evaluations, training, orientations and access to knowledge and information on how you can improve or enhance your business performance. • Business Acceleration Services: This special category of services is directed towards companies who demonstrate high potential and capacity for accelerated growth. These companies can be micro, small or medium but have competitive products and/or services with access to large market opportunities either domestically or internationally. • Information Services: The focus of our information services is to create awareness on the growth and risk issues of businesses through the sharing of available knowledge on benchmarks, industry reports, surveys, R&D projects, and links to other SME knowledge sources. • Promotional and Business Matching Services: To support the promotion of SME businesses and also to offer access to potential buyers and markets, the SME Bank works with the Malaysian Government and private institutions to offer business matching opportunities through direct referrals, trade shows, conferences and seminars. • Performance Evaluation Services: The SME Bank Advisory Services Centre will be able to organize an evaluation of your business from the various impact perspectives on industry, market, operational, financial and general competitiveness perspectives.

  6. Who Qualifies for the Services? • Potential Customers Customer seeking financing from the SME Bank for the first time. • Existing Customers Customer with one or more loan products with the SME Bank and seeking advisory support to grow your business. Alternatively, customers may also seek advisory support if they are experiencing loan repayment issues and/or business problems. • Participants Special programme customer who have been offered training, incubation and/or business entrepreneurship support. They have not yet obtained financing from the SME Bank but may be eligible for financing at the next phase of their business growth.

  7. How Are the Services Delivered? Services offered through seven modules or units. Each of these modules deliver services which relate to the different types of knowledge and processes phase required by SME customers as they grow from the start-up phase through to becoming medium or large companies.

  8. Special Programs • Vendor Entrepreneurial Programme Programme to develop Bumiputera entrepreneurs to become vendors in certain industries by matching them with an anchor company. The Bank together with MECD will work with the vendor to support smaller SMEs under umbrella program funding and advisory. • Special Scheme For Rural Economic Development Special programme in rural areas to encourage entrepreneurship in which the Bank collaborates with the Ministry of Rural Regional Development. Amongst the programme is the homestay special programme that involves 'bed & breakfast' concept in rural area. • Batik and Craft Entrepreneurs Programme Financing programme in batik and batik related industries as well as related handicraft industries. • Film Maker & Drama Financing Scheme Special programme for film with financing collaboration with the Ministry of Culture, Arts and Heritage. • Graduate Entrepreneurs Scheme Special programme with Ministry of Entrepreneurs and Cooperative Development (MECD) to encourage graduates to be an entrepreneur and be involved in a business field as an alternative career. • Incubator Graduate Entrepreneurs Program (PIUS) 2 incubators was set-up in Johor and Shah Alam as an attachment program with bigger companies for graduates under the Graduate Entrepreneurs Program. • Kompleks Kilang SME Bank Kompleks Kilang SME Bank is an integrated entrepreneurship development approach that provides financing facilities, factory space rental, and entrepreneurship training as well as service advisory help and financial. Apart from that, the scheme also focuses on: - • Suitable project selection with the innovative business concept. • Selection of talented and committed candidates.

C) Government in Entrepreneurship • Small and Medium Industries Development Corporation (SMIDEC) - handling, supervising and streamlining loans, incubator premises, vendor development programmes - reduce bureaucratic delays and increase their participation in the programmes • Ministry of Entrepreneur Development - build bumiputera entrepreneurship and acts as a coordinating body for entrepreneurship matters. - as an information and resource centre and provides training, financial assistance and subsidised business premises. 3) Malaysian Technology Development Corporation (MTDC) - provides technical advice, premises and capital to enhance technical capabilities of entrepreneurs.

  11. 9MP - emphasis on training and preparing budding entrepreneurs. - provide entrepreneurial training at various levels of education. • Women Entrepreneurship Development Programme - provided entrepreneurial training programs for women to increase women’s capabilities in using modern technology for production. • SMI Development Programmes - Vendor Development Programme, Integrated Market Programme, SMI Expos and Industrial airs, the Subcontract Exchange Scheme, Foreign Technical Assistance for SMls, Industrial Technical Assistance Fund (ITAF), Soft Loan for Modernisation and Automation and Infrastructure Development Programme.

  12. D)Venture Capital • Venture Capital (VC) is funds invested or available for investment in potentially highly profitable enterprises at considerable risk of loss. • Also known as risk capital, patient capital or equity financing.

  13. Types of Venture Capitalists include: • Privately financed funds (investment pool drawn from fees or membership payment) • Public funds (held by provincial/regional/federal governments) • Wealthy individuals • Foreign investors

  14. VC looks for: • Management. • Potential for capital gain. • Realistic financial requirements. • Owner’s financial stake.

Checklist to see if you’re prepared for a VC, and questions to be answered in a business plan: • Does your company have a strong management team? • Does the management team complement one another and have experience in the key areas of the company? • Do the owners have a significant financial stake in the business? • Is there a realistic forecast of financial requirements for the next 3 years?

Is there evidence of a growing sustainable demand for the company’s technology, products or services and a clear competitive advantage? • Is there a national or global marketing niche strategy for the core business? • Is there a commitment to research and development? • Is there potential for a continued above average growth rate in sales and revenue? • Is there good potential for a high rate of return? • Is there a clearly stated exit strategy for the Venture Capitalist?

  17. E ) Incubators Incubators or incubation is a way of helping entrepreneurs realize their ideas and prepare themselves to face harsh external forces in the marketplace. An incubation program's main goal is to produce successful graduates - businesses that are financially viable and freestanding when they leave the incubator Benefits enjoyed - office space, common services, Hands-on business counseling, networking activities among entrepreneurs inside the premises and beyond the local community.

G) Policies • New Economy Policy - To eradicate poverty, narrowing of income inequality by abolish strict line identifying a particular ethnic group with a particular economic activity • Privatization - divestment of state-owned enterprises, contracting out or licensing out of services previously provided by the public sector - for example: MISC, MAS,Telekom & TNB - create a small class of millionaire entrepreneurs
